KPK Completes Analysis of Minister Raja Juli's Envelope Report
The Corruption Eradication Commission (KPK) has completed its analysis of a gratification rejection report filed by Indonesian Forestry Minister Raja Juli Antoni concerning money given by Kuantan Singingi (Kuansing) Regent Suhardiman Amby. The KPK cannot disclose the results of the analysis to the public regarding whether the report will be followed up or not. The KPK only conveys this to the reporting party, namely Raja Juli. “The KPK, through the Directorate of Gratification and Public Services, has completed the verification and analysis process of the gratification receipt report submitted by the Forestry Minister,” said KPK Spokesperson Budi Prasetyo at the Merah Putih Building, Jakarta, on Thursday evening (16/7). “This means that within a span of less than two weeks from the 30-working-day deadline, the team completed the task quickly and meticulously, and the results have also been conveyed to the reporting party,” he added.
The process and mechanism for handling gratification reports are based on KPK Regulation (Perkom) Number 1 of 2026, which amends Commission Regulation Number 2 of 2019 on Gratification Reporting. Based on Perkom 1/2026, Raja Juli’s gratification rejection report potentially cannot be followed up by the KPK. Article 14 of the Perkom states that a gratification report is not followed up if the object of gratification is perishable, cannot be sold, or cannot be used; the receipt of gratification is reported incorrectly or not in accordance with laws and regulations; it is known that an investigation, inquiry, or prosecution of a criminal act is being conducted by law enforcement officials; and/or it is reasonably suspected to be related to a criminal act.
“When one of the analyses used by the gratification team is guided by Perkom 1/2026, among others Article 14, which indeed states that a gratification report cannot be followed up if, among other things, it is suspected to be related to a corruption crime,” said Budi. “Now, that is also one of the bases for the analysis, of course. However, the results of the verification and review conducted by the gratification team cannot be mentioned yet because the KPK’s authority is to provide the results and verification to the reporting party,” he said. Thus, Budi conveyed that Raja Juli’s matter in the prevention sector is closed. However, this does not apply to the investigation process. “Yes, so in prevention, related to the gratification report made by the Forestry Minister, this is already case closed. Meanwhile, in enforcement, this will continue to be explored for its connections,” Budi revealed.
“Because in the case construction, the Regent (Kuansing), after collecting money from various parties, then gave this money to the Minister. Now, this is certainly being explored for the intent, purpose, whose initiative it was, what the motive was, everything will be explored by investigators,” he continued. Previously, Raja Juli stated that he had returned the envelope given by the Kuansing Regent. He said the envelope had been returned to the giver about 17 days before the KPK conducted a sting operation (OTT) against Suhardiman. Raja Juli explained that he initially held an audience with the Kuansing Regent at the Ministry of Forestry Office on Tuesday (2/6). He explained that the meeting was conducted officially and openly, preceded by an audience request letter from the local government, published via social media, and equipped with an attendance list and minutes ready to be submitted to the KPK if needed.
After the meeting, Raja Juli claimed he only realised there was a sealed envelope left behind by the Kuansing Regent. He claimed not to know the contents of the envelope and immediately ordered his aide to return it. “During the audience, it turned out that the Regent of Kuansing left an envelope covered with a folder. And when he left, I asked my aide to return the envelope. I don’t know what the contents were, but I felt I had no right to the envelope,” he said in a written statement on Friday (3/7). The KPK has named Suhardiman, along with Kuansing Regional Secretary Zulkarnain and Director of PT Mitra Ideal Consultant Ardiles, as suspects in an alleged bribery case related to job appointments. Suhardiman is also being processed for other alleged receipts related to the release of a Limited Production Forest area. The suspects are currently detained for 20 days until 20 July 2026 at the KPK Detention Centre.
