KPK Chief Warns Civil Servants of Temptations, Urges Caution with 'Hot Money'

KPK Chairman Setyo Budiyanto has urged civil servants to resist temptation when carrying out their duties, warning them to be careful with money. The message was delivered during the launch of the ASN E-Learning programme at the National Institute of Public Administration (LAN) in Jakarta on Wednesday (17/6/2026). Setyo acknowledged the many temptations faced in the field. ‘I understand the situation on the ground is not easy. Temptations and inducements certainly exist. It is situational. Dealing with people who want things done quickly, who do not want hassle or to go back and forth, that becomes a real temptation and inducement,’ Setyo said. He stressed that civil servants must strengthen their instincts and avoid money that could entrap them. ‘All ASN must be sensitive to their instincts. “Oh, this instinct is not good.” It is like saying, “Oh, this is warm money, this is hot money, this will drag me down,”’ he explained. Setyo added that decision-making must be carried out with positive consideration, noting that prudence can lead to success in programme implementation. ‘They are reminded that in every decision-making process, return to your instinct, return to your gut feeling, return to that sensitivity, which ultimately can become a positive thing and the ending will be success, shared success on a national agenda scale,’ he said. KPK Deputy for Education and Public Participation, Wawan Wardiana, explained that the E-Learning programme was previously piloted in 12 ministries, agencies and regional governments. It will now be implemented in 10 more. The programme consists of six hours of learning, divided into six main modules related to the duties and responsibilities of civil servants. ‘To achieve this goal, the programme is structured in an interactive digital learning format with a total learning load of six lesson hours, divided into six main modules,’ Wawan said. He noted that the initial implementation serves as a national-scale model and that the KPK is open to other ministries, agencies and regional governments that have not yet participated. ‘We hope this first phase of implementation can become a model for national collaboration in strengthening ASN integrity, expanding the reach of learning, and producing good practices that can be replicated by other agencies,’ he stated.
