KPK Begins Summoning Witnesses After Topan Ginting Sentenced to 5.5 Years in Prison
Jakarta (ANTARA) - The Corruption Eradication Commission (KPK) has begun summoning witnesses in the alleged corruption case concerning road construction projects in North Sumatra after former Head of the Public Works and Spatial Planning Department of North Sumatra, Topan Obaja Putra Ginting, was sentenced to 5 years and 6 months in prison by the panel of judges on 1 April 2026.
Topan Ginting was one of the defendants in the case, who had previously been caught in a KPK sting operation.
βThe examination is taking place at the Office of the Financial and Development Supervisory Agency Representative for North Sumatra,β said KPK Spokesperson Budi Prasetyo to journalists in Jakarta on Tuesday.
Budi further stated that the witnesses summoned by the KPK consist of MM, a civil servant at the National Road Implementation Centre (BBPJN) Region North Sumatra, and TRP, Head of the Road Implementation Work Unit Region II North Sumatra for the period 2023-2024.
Then HH, as the commitment-making official (PPK) at BBPJN North Sumatra, FSL as PPK at BBPJN North Sumatra, MPP as a retired civil servant who once served as PPK at BBPJN North Sumatra, RP as Head of the Road Implementation Work Unit Region I North Sumatra for the period 2021-2023, and DE as the current Head of the Road Implementation Work Unit Region I North Sumatra.
Furthermore, on 28 June 2025, the KPK named five individuals as suspects in the case, which is divided into two clusters.
They are the Head of the Public Works and Public Housing Department of North Sumatra, Topan Obaja Putra Ginting (TOP), Head of the Technical Implementation Unit for Gunung Tua Region of the Public Works and Public Housing Department of North Sumatra also serving as commitment-making official Rasuli Efendi Siregar (RES), PPK at the Road Implementation Work Unit Region I North Sumatra Heliyanto (HEL), President Director of PT Dalihan Natolu Group Muhammad Akhirun (KIR), and Director of PT Rona Na Mora Muhammad Rayhan Dulasmi Piliang (RAY).
The first cluster relates to four road construction projects within the Public Works and Public Housing Department of North Sumatra, while the second cluster concerns two projects at the Road Implementation Work Unit Region I North Sumatra. The total value of the six projects in the two clusters is approximately Rp231.8 billion.
Regarding the roles of the suspects, the KPK alleges that Akhirun and Rayhan Piliang provided the bribe funds. Meanwhile, the recipients of the funds in the first cluster are Topan Ginting and Rasuli Efendi Siregar, while in the second cluster it is Heliyanto.
