KPK Begins Examining Witnesses in North Sumatra Road Project Corruption Case, Here is the List
The KPK is developing the investigation into a corruption case related to the road construction project in North Sumatra (Sumut). The KPK has begun examining witnesses related to the development of the case today.
“The KPK is developing the investigation into the case that originated from a sting operation, namely related to infrastructure projects in PUPR, the PUPR Province of North Sumatra region, and also in PJN, the national road construction in North Sumatra Region One,” said KPK spokesperson Budi Prasetyo at the KPK building in Kuningan, Jakarta, on Tuesday (5/5/2026).
The KPK is using a general investigation warrant (sprindik) in the development of this case, so no suspects have been designated yet.
“It is still a general sprindik, so no parties have been designated as suspects. Today is the first time starting examinations of several witnesses,” he said.
The witness examinations are being conducted at the North Sumatra Provincial BPKP Representative Office. Details have not yet been specified on what is being probed in the examinations, including who the witnesses are that have arrived.

Previously, this case began with a sting operation (OTT) in June 2025. The KPK designated five suspects, one of whom was the former Head of the Public Works Department of North Sumatra Province, Topan Ginting.
In addition to Topan, the KPK designated suspects Rasuli Efendi Siregar and the Commitment Making Official (PPK) of Satker PJN Region I North Sumatra, Heliyanto. Then, contractors from the private sector, namely Akhirun Piliang, President Director of PT Dalihan Natolu Group (PT DNG); and Rayhan Dulasmi, President Director of PT Rona Namora (PT RN).
Topan has already undergone trial. He was sentenced to 5 years and 6 months in prison by the panel of judges at the Medan Corruption Court (PN Tipikor Medan). The judges also required Topan to pay a fine of Rp 200 million.
