KPK Announces East Java Grant Fund Corruption Case Consists of Three Bribery Clusters
Jakarta (ANTARA) - The Corruption Eradication Commission (KPK) has announced that the alleged corruption case concerning the management of grant funds for community groups by the East Java Provincial Government in the 2019–2022 fiscal years comprises three clusters of suspected bribe givers and recipients.
“Of the 21 suspects, we have divided them into three clusters,” said Acting Director of Investigations at the KPK, Achmad Taufik Husein, at the KPK’s Red and White Building in Jakarta on Wednesday.
Taufik explained that the first cluster consists of East Java DPRD Speaker for 2019–2024, Kusnadi (KUS), as the suspected bribe recipient, along with five suspected bribe givers.
The five suspected bribe givers comprise a private party from Gresik Regency who later became a member of the East Java DPRD for 2024–2029, Hasanuddin (HAS); Jodi Pradana Putra (JPP), a private party from Blitar Regency; and private parties from Tulungagung Regency named Sukar (SUK), Wawan Kristiawan (WK), and A. Royan (AR).
He said Hasanuddin, Jodi, Sukar, and Wawan have already stood trial, been convicted by the panel of judges, and their cases carry final and binding legal force. Meanwhile, A. Royan has not been detained due to ill health, and the investigation into Kusnadi was discontinued by the KPK because he has passed away.
“In the second cluster, there are two recipients, namely AS (Anwar Sadad), a member of the House of Representatives for 2024–2029 who was concurrently Deputy Speaker of the East Java DPRD for 2019–2024 when the criminal acts occurred, and BGS (Bagus Wahyudiono), a staff member of AS,” he said.
The suspected bribe givers in the second cluster, he said, comprise Ra Wahid Ruslan, a private party from Bangkalan Regency; Moch. Mahrus (MM), a private party from Probolinggo Regency who is now a member of the East Java DPRD for 2024–2029; private parties from Pasuruan Regency named M. Fathullah (MF) and Achmad Yahya (AY); and East Java DPRD member for 2019–2024, Mahud (MHD).
Then there are Deputy Speaker of the Sampang Regency DPRD for 2019–2024, Fauzan Adima (FA); Deputy Speaker of the Probolinggo DPRD for 2019–2024, Jon Junaidi (JJ); and private parties from Sampang named Ahmad Heriyadi (AH), Ahmad Affandy (AA), and Abdul Motollib (AM).
“Among the recipients, in this third cluster there is AI (Achmad Iskandar), Deputy Speaker of the East Java DPRD for 2019–2024, whilst the givers number two people, namely AJ (Ahmad Jailani), a private party from Sumenep Regency, and MS (Mashudi), a private party from Bangkalan Regency,” he said.
Previously, the KPK announced it had named 21 suspects in the development of the investigation into the alleged corruption of East Java grant funds.
The development of the case relates to the hand-catching operation conducted in December 2022 against Deputy Speaker of the East Java DPRD for 2019–2024, Sahat Tua Simanjuntak.
On 2 October 2025, the KPK announced the identities of the 21 suspects in the case. However, on 16 December 2025, the KPK halted the investigation into one of the suspects, East Java DPRD Speaker for 2019–2024 Kusnadi (KUS), because he had passed away.
As of 21 July 2026, the KPK has detained only four of the 20 suspects in the case. They are Wawan Kristiawan, Sukar, Hasanuddin, and Jodi Pradana Putra.
