The Corruption Eradication Commission (KPK) has announced that the alleged corruption case concerning the management of grant funds for community groups within the East Java Provincial Government for the 2019–2022 fiscal year consists of three clusters of suspected bribe givers and recipients. “From the 21 suspects, we have divided them into three clusters,” said Acting Director of Investigations at the KPK, Achmad Taufik Husein, at the KPK’s Merah Putih Building in Jakarta on Wednesday. Taufik explained that the first cluster consists of East Java DPRD Speaker for 2019-2024, Kusnadi (KUS), as the suspected bribe recipient, and five suspected bribe givers. The five suspected bribe givers are private party from Gresik Regency who later served as a member of the East Java DPRD for the 2024-2029 period, Hasanuddin (HAS); private party from Blitar Regency, Jodi Pradana Putra (JPP); and private parties from Tulungagung Regency named Sukar (SUK), Wawan Kristiawan (WK), and A. Royan (AR). He stated that Hasanuddin, Jodi, Sukar, and Wawan have already stood trial, been sentenced by the panel of judges, and their cases have permanent legal force. Meanwhile, A. Royan has not been detained due to illness, and the investigation against Kusnadi was halted by the KPK because he has passed away. “The second cluster has two recipients, namely AS (Anwar Sadad) as a member of the Indonesian House of Representatives for 2024-2029 who was also Deputy Speaker of the East Java DPRD for 2019-2024 at the time of the criminal act, and BGS (Bagus Wahyudiono) as AS’s staff,” he said. The suspected bribe givers in the second cluster, he added, consist of private party from Bangkalan Regency, Ra Wahid Ruslan; private party from Probolinggo Regency who is currently a member of the East Java DPRD for 2024-2029, Moch. Mahrus (MM); private parties from Pasuruan Regency named M. Fathullah (MF) and Achmad Yahya (AY); and East Java DPRD member for 2019-2024, Mahud (MHD). Also included are Deputy Speaker of the Sampang Regency DPRD for 2019-2024, Fauzan Adima (FA); Deputy Speaker of the Probolinggo DPRD for 2019-2024, Jon Junaidi (JJ); and private parties from Sampang named Ahmad Heriyadi (AH), Ahmad Affandy (AA), and Abdul Motollib (AM). “In the third cluster, the recipient is AI (Achmad Iskandar) as Deputy Speaker of the East Java DPRD for 2019-2024, while there are two givers, namely AJ (Ahmad Jailani) as a private party from Sumenep Regency and MS (Mashudi) as a private party from Bangkalan Regency,” he said. The KPK previously announced it had named 21 suspects in the development of the East Java grant fund corruption case. The case development relates to a sting operation in December 2022 targeting the then Deputy Speaker of the East Java DPRD for 2019–2024, Sahat Tua Simanjuntak. On 2 October 2025, the KPK announced the identities of the 21 suspects. However, on 16 December 2025, the KPK dropped the investigation for one suspect, East Java DPRD Speaker for the 2019–2024 period, Kusnadi (KUS), because he had died. As of 21 July 2026, the KPK had only detained four of the 20 suspects in the case, namely Wawan Kristiawan, Sukar, Hasanuddin, and Jodi Pradana Putra.
