KPK announces development of North Sumatra road project corruption case using general investigation order
Jakarta (ANTARA) - The Corruption Eradication Commission (KPK) has announced developments in the alleged corruption case concerning the road construction project in North Sumatra using a general investigation order (sprindik umum), meaning no suspects have been determined yet.
“This is a development and it’s still under a general investigation order. So, no parties have been named as suspects,” said KPK Spokesperson Budi Prasetyo to journalists in Jakarta on Wednesday.
Budi made the statement after the KPK summoned several witnesses in the case on Tuesday, 5 May 2026. Meanwhile, the parties previously named as suspects have become defendants and been sentenced to prison by the panel of judges.
For instance, former Head of the North Sumatra Public Works and Spatial Planning Department Topan Obaja Putra Ginting was sentenced to 5 years and 6 months in prison by the panel of judges on 1 April 2026.
“We will update on the examination, including what was probed from the witnesses,” he said.
The witnesses summoned by the KPK include MM, a civil servant at the North Sumatra Regional Highway Implementation Centre (BBPJN); TRP, Head of the PJN Regional Work Unit II North Sumatra for the 2023–2024 period; HH, commitment-making official (PPK) at BBPJN North Sumatra; FSL, PPK at BBPJN North Sumatra; MPP, a retired civil servant who once served as PPK at BBPJN North Sumatra; RP, Head of the PJN Regional Work Unit I North Sumatra for the 2021–2023 period; and DE, Head of the PJN Regional Work Unit I North Sumatra.
Furthermore, on 28 June 2025, the KPK named five individuals as suspects in the case, divided into two clusters.
They are the Head of the North Sumatra PUPR Department Topan Obaja Putra Ginting (TOP), Head of the Gunung Tua Regional Technical Implementation Unit of the North Sumatra PUPR Department doubling as commitment-making official Rasuli Efendi Siregar (RES), PPK at the PJN Regional Work Unit I North Sumatra Heliyanto (HEL), President Director of PT Dalihan Natolu Group Muhammad Akhirun (KIR), and Director of PT Rona Na Mora Muhammad Rayhan Dulasmi Piliang (RAY).
The first cluster relates to four road construction projects under the North Sumatra PUPR Department, while the second cluster concerns two projects at the PJN Regional Work Unit I North Sumatra. The total value of the six projects in the two clusters is approximately Rp231.8 billion.
Regarding the roles of the suspects, the KPK alleges that Akhirun and Rayhan Piliang were the bribe givers. Meanwhile, the recipients in the first cluster were Topan Ginting and Rasuli Efendi Siregar, while in the second cluster it was Heliyanto.
