The Corruption Eradication Commission (KPK) has alleged that Anwar Sadad, Deputy Speaker of the East Java Regional House of Representatives (DPRD) for the 2019-2024 period, received bribes totalling Rp1.5 billion and 1 kilogram of gold. The payments were reportedly linked to the management of grant funds for community groups (Pokmas) from the East Java Provincial Budget for the 2019-2022 fiscal years. Sadad currently serves as a member of the national House of Representatives (DPR RI) from the Gerindra Party faction.

The bribes were allegedly provided by Moch Mahrus, a private sector figure who now serves as a member of the East Java DPRD. Mahrus was detained on 28 July for an initial period of 20 days, until 16 August 2026. KPK spokesperson Budi Prasetyo stated that Mahrus managed the grant funds for Pokmas in the Probolinggo Regency area.

“Mr MM [Moch Mahrus] is suspected of giving Rp1.5 billion in cash, approximately 1 kilogram of gold, paying off a house in Surabaya, and funding the establishment of an SPBE business for AS [Anwar Sadad] through BGS [Bagus Wahyudiono, Sadad’s staff member], in order to secure a Pokmas grant allocation of Rp83.4 billion,” Budi said in a written statement on Tuesday evening (28/7). He added that Mahrus is one of ten suspects classified as givers in the cluster involving recipients AS and BGS.

During the investigation, Budi explained that prosecutors have seized assets belonging to Anwar Sadad and Bagus Wahyudiono worth approximately Rp22 billion in total. “The KPK will continue to trace the flow of funds and track down assets suspected to be linked to this case as part of efforts to optimise asset recovery,” Budi stated.

Earlier, on Wednesday (22/7), the KPK had already detained three suspects from the private sector: Achmad Yahya and M Fathullah from Pasuruan Regency, and Ra Wahid Ruslan from Bangkalan Regency. They are accused of acting as bribe givers and are charged under Article 5, paragraph (1), letter a or b, or Article 13 of the Corruption Eradication Law in conjunction with Article 55, paragraph (1), point 1 of the Criminal Code.

This case stems from a covert investigation that led to a sting operation in December 2022, which caught then-Deputy Speaker of the East Java DPRD for 2019-2024, Sahat Tua P Simanjuntak. On 10 October 2025, the KPK named 21 individuals as suspects, comprising four alleged recipients and 17 alleged givers. The suspected recipients include former East Java DPRD Speaker Kusnadi, Deputy Speakers Anwar Sadad and Achmad Iskandar, and Sadad’s staff member Bagus Wahyudiono. The KPK later dropped the case against Kusnadi following his death.
