KPK alleges Cilacap Regent extorted local government apparatus with assistance from Civil Police
The Indonesian Corruption Eradication Commission (KPK) states that Cilacap Regent Syamsul Auliya Rachman extorted local government agencies within Cilacap Regency, Central Java, with the assistance of the Civil Police unit (Satpol PP).
KPK Deputy for Prosecution and Enforcement Asep Guntur Rahayu explained that Satpol PP only provided assistance when local government agencies had not transferred funds by the collection deadline of 13 March 2026.
“If they have not made the transfer, then the local government agencies will be invoiced by SUM, FER, and BUD according to their respective territorial scope, with assistance from the Head of Satpol PP and the Head of Food Security Agency of Cilacap Regency,” said Asep at the KPK’s Red and White Building in Jakarta on Saturday evening, 14 March.
Those individuals are Assistant I to Cilacap Regional Secretariat Sumbowo (SUM), Assistant II to Cilacap Regional Secretariat Ferry Adhi Dharma (FER), Assistant III to Cilacap Regional Secretariat Budi Santoso (BUD), Head of Satpol PP Cilacap Rochman, and Head of Food Security Agency Cilacap Hamzah Syafroedin.
Previously, on 13 March 2026, the KPK announced its ninth anti-corruption operation (OTT) of 2026 and the third during the Ramadan period. The operation apprehended Cilacap Regent Syamsul Auliya Rachman and 26 others, and seized cash in rupiah form.
On 14 March 2026, the KPK designated Syamsul Auliya Rachman (AUL) and Cilacap Regional Secretary Sadmoko Danardoo (SAD) as suspects in an alleged extortion and unlawful enrichment case within Cilacap Regency Government, Central Java, for the 2025-2026 budget year.
Syamsul Auliya targeted obtaining IDR750 million from the extortion scheme, allocated as IDR515 million for the year-end bonus (THR) of the Cilacap forum of regional leaders communication (forkopimda), with the remainder for personal purposes. However, he had only collected IDR610 million before the KPK’s arrest.
