The Corruption Eradication Commission (KPK) will not appeal the verdict against former Deputy Minister of Manpower Immanuel Ebenezer Gerungan, also known as Noel, and other defendants in a bribery and gratification case related to the processing of occupational safety and health (K3) certificates at the Ministry of Manpower. The KPK has accepted the sentences for all the corruption defendants.

“The KPK states that it fully accepts the decision of the Panel of Judges in the criminal case of corruption bribery related to the processing of K3 certification within the Ministry of Manpower, with defendant Mr Immanuel Ebenezer Gerungan and others,” said KPK spokesperson Budi Prasetyo to journalists on Sunday (14/6/2026).

The KPK appreciates the judge’s decision. According to Budi, this ruling confirms that the investigation process carried out by the KPK was in accordance with regulations.

“The KPK observes that in its considerations, the Panel of Judges adopted and agreed with the entire legal construction and juridical analysis of evidence outlined by the KPK Public Prosecutor. This includes the articles applied in the indictment,” he stated.

The KPK noted that the defendants also accepted the verdict. The KPK also expressed gratitude for the support of all parties in investigating this case.

“The KPK also notes that all defendants have stated they accept the verdict. Thus, this decision reflects that the judicial process has provided legal certainty for the parties and is an important part of efforts to uphold fair criminal law enforcement against corruption,” he said.

The following are the complete details of the sentences for the defendants in this case:

  1. Former Deputy Minister of Manpower Immanuel Ebenezer was sentenced to 4.5 years in prison, a fine of Rp 200 million, subsidiary to 90 days of confinement, and a restitution payment of Rp 3,435,000,000.

  2. Irvian Bobby Mahendro was sentenced to 6 years in prison, a fine of Rp 200 million, subsidiary to 90 days of confinement, and a restitution payment of Rp 36.04 billion, subsidiary to 3 years of confinement.

  3. Fahrurozi, Director General of Labour Inspection and K3 as of March 2025, was sentenced to 4 years in prison, a fine of Rp 200 million, subsidiary to 90 days of confinement, and a restitution payment of Rp 35 million, subsidiary to 1 year of confinement.

  4. Hery Sutanto, Director of Institutional Development from 2021 to February 2025, was sentenced to 6.5 years in prison, a fine of Rp 200 million, subsidiary to 90 days of confinement, and a restitution payment of Rp 7,591,120,000 (7.59 billion), subsidiary to 2 years of confinement.

  5.
