KPAI Urges Guidance for Minors in Central Jakarta Electrocution Bullying Case
The Indonesian Child Protection Commission (KPAI) has urged that the suspected perpetrators of bullying against a six-year-old child in Senen, Central Jakarta, which resulted in the victim being electrocuted, be processed according to the law. KPAI stressed that the perpetrators must receive guidance and assistance, given their status as minors.
“Regarding the perpetrators who are also children, KPAI emphasises that children in conflict with the law still have the right to receive guidance and assistance,” said KPAI Chairman Aris Adi Leksono to reporters on Friday (12/6/2026).
Adi reminded that a child’s status should not be used as a loophole to normalise acts of violence. He requested that the victim receive assistance and access to health services until full psychological recovery is achieved.
“The status of being a child must not be used as a reason to normalise or ignore acts of violence committed. The state must be present to protect the victim while ensuring that the perpetrator undergoes an appropriate guidance process so that they do not repeat their actions,” he explained.
KPAI has coordinated with the Central Jakarta Metro Police regarding the handling of the case. The commission urged the police to act professionally and adhere to the Child Protection Law and the Juvenile Criminal Justice System Law.
“This serves as a reminder that bullying is not ordinary mischief. Actions that cause a child to be injured, traumatised, or even potentially lose their life are forms of violence against children that carry legal consequences and long-term psychological impacts,” he stated.
Furthermore, KPAI called on local governments and parents to supervise children’s activities in their environment. The commission reiterated that bullying is no longer a form of ordinary mischief.
“KPAI views this case as an indication that bullying behaviour among children is increasingly leading to high-risk actions that threaten lives. This phenomenon must serve as an alarm for families, schools, communities, and the government to strengthen child protection systems in residential areas and children’s play spaces,” he concluded.
Police are currently investigating the case of a six-year-old boy who was allegedly bullied by two teenagers until he fell into a coma after being electrocuted. The case has now reached the investigation stage.
“Yes, the victim’s family has filed a police report with us. As for the action, we are currently in the investigation process,” said Kompol Rita Oktavia, Head of the Women and Children Protection Unit at the Central Jakarta Metro Police, on Thursday (11/6).
Based on preliminary investigation results, the victim was playing with friends before the incident. Several of the victim’s friends then held his hands and feet.
“He was lifted, and then his feet were inserted into a pole. Now, we cannot yet determine whether these children knew that the pole had an electric current or not,” she revealed.
Police are currently investigating whether there was any intentional element in the incident, specifically whether the perpetrators knew that the pole was electrified.
“We are still investigating that. Whether it was intentional or not. Whether they knew the pole had electricity, or they did not know the pole had electricity. That is what we are still looking into,” she stated.
