KPAI: Implementation of PP Tunas Must Be Accompanied by Strict Supervision
Jakarta (ANTARA) - The Indonesian Child Protection Commission (KPAI) assesses that the implementation of Government Regulation No. 17 of 2025 on the Governance of Electronic Systems in Child Protection (PP Tunas) must be accompanied by strict supervision.
“We fully support the policy of enforcing PP Tunas with strict supervision. This support is based on the consideration that PP Tunas was created for the best interests of children, particularly child protection in the digital realm,” said KPAI member Kawiyan when contacted in Jakarta on Saturday.
According to him, strict supervision must be carried out because social media has resulted in many children being exposed to negative and harmful content.
“In fact, in the field, digital platforms pose a high risk, namely social media has caused many children to be exposed to negative and harmful content such as online bullying (cyberbullying), pornography, online sexual exploitation, addiction or dependency, and exposure to inappropriate content. This includes addiction to online games and exposure to violent content through online games,” he said.
Furthermore, digital platforms are not allowed to provide or accept requests for creating social media accounts from children under 16 years of age.
Digital platforms must also block or deactivate high-risk digital accounts belonging to children under 16 years of age.
The PP Tunas policy is being implemented gradually.
For the first phase, there are eight digital platforms that must block accounts belonging to children under 16 years of age, namely YouTube, TikTok, Facebook, Instagram, Threads, X (Twitter), Bigo Live, and Roblox.
The Ministry of Communication and Digital has issued Ministerial Regulation No. 9 of 2026 as the implementing regulation for PP Tunas.
