KPAI: Family and Educational Institutions Top Locations for Child Rights Violations
The Indonesian Child Protection Commission (KPAI) has stated that child protection issues remain concentrated within the family, educational institutions, and the digital realm. “KPAI’s analysis shows that child protection problems are still concentrated in three main spaces of a child’s life, namely the family, educational institutions, and the digital space,” said KPAI Chairman Aris Adi Leksono during a press conference for National Children’s Day 2026 in Jakarta on Wednesday. He said these three environments, which should be the safest places for children, are instead the locations where various violations of children’s rights occur. The Special Child Protection cluster recorded 1,866 complaints in 2023, with the trend continuing into subsequent years. In 2025, there have been 743 cases, or 36.6 per cent, dominated by children who are victims of physical and psychological violence at 306 cases, or 15.07 per cent, and child victims of sexual crimes at 234 cases, or 11.52 per cent, a decrease from 265 cases in 2024. Other cases recorded in 2025 include 54 cases of children who are victims of pornography and cybercrime, 36 cases of children in conflict with the law as perpetrators, 31 cases of child victims of mistreatment and neglect, 25 cases of children exploited economically or sexually, and 15 cases of child victims of kidnapping and human trafficking. “KPAI is paying special attention to the increasing reports of sexual violence crimes occurring in educational environments and alternative care institutions, as well as reports of an increasing number of children who are victims of the conflict in Papua, namely 5 children died, 15 children injured, and displaced children,” said Aris Adi Leksono.
