Jakarta (ANTARA) - The Indonesian Ministry of Migrant Worker Protection (KP2MI) has imposed sanctions on the Indonesian Migrant Worker Placement Company (P3MI) PT Bahtera Tullus Karya for placing Indonesian migrant workers in the Middle East, which is still under moratorium.

“The imposition of administrative sanctions this time falls on PT Bahtera Tullus Karya, and it has been decided to impose a temporary suspension, in part or in whole, of the company’s placement business activities,” said Director General of KP2MI Rinardi at the ministry’s office in Jakarta, Thursday.

He said that PT. Bahtera Tullus Karya was found to have violated Article 9 paragraph (1) letters c, d, e and k of the Minister of P2MI/BP2MI Regulation No. 4 of 2025.

The violations include failing to conduct selection at the agency that carries out regional government affairs in the field of labor in the district/city or the integrated one-stop service for Indonesian Migrant Workers.

They also failed to report the results of the selection of Prospective Indonesian Migrant Workers (CPMI) to the agency that carries out regional government affairs in the field of labor in the district/city.

Furthermore, they also failed to register and involve CPMI in pre-departure orientation.

The most serious violation, said Rinardi, was that the P3MI placed CPMI in certain countries that were declared closed or under moratorium, in this case Saudi Arabia.

“PT. Bahtera Tullus Karya committed a violation by placing Indonesian migrant workers in Saudi Arabia in a non-procedural manner to a country in the Middle East, which is not in accordance with the provisions of the law,” he said.

In this regard, KP2MI has carried out handling of the recommendation for the imposition of administrative sanctions on PT. Bahtera Tullus Karya, and the Administrative Sanctions Imposition Team has carried out clarification efforts through BP3MI West Java in June 2025.

KP2MI has also interviewed victims of PMI and/or PMI families in August and September 2025, conducted two clarification calls and visited the P3MI location three times.

In addition, KP2MI has also contacted and sent emails to the P3MI in question, although it did not receive a response, and conducted data tracing in the Enjaz Saudi Arabia and SiskoP2MI systems.

Furthermore, Rinardi said that the PMI placed in Saudi Arabia used a work visa with the position of support worker, but were employed as domestic workers.

The migrant workers claimed to experience excessive workloads and were employed by several employers, so that their physical condition deteriorated while still abroad.

In the process of imposing sanctions, PT. Bahtera Tullus Karya must fulfill their obligations by providing a list of PMI placed in the Middle East region in the last two years. They are required to provide a list of their business partners in the Middle East region.

Furthermore, they must also make a statement on stamped paper that they will be responsible for the repatriation of all PMI placed in the Middle East region, and will not commit similar violations in the future.

In addition, they are also required to carry out improvements and fulfillment of facilities and infrastructure to meet the standards of feasibility and compliance as required in the implementation of placement and protection of PMI, said Rinardi.
