KP2MI Affirms Preventive, Repressive Efforts to Tackle Illegal Placements

Jakarta (ANTARA) - Minister for the Protection of Indonesian Migrant Workers (P2MI) Mukhtarudin has affirmed that his ministry is undertaking maximum efforts, both preventive and repressive, to address the illegal or non-procedural placement of Indonesian migrant workers (PMI).

‘We are making maximum efforts, both preventively and repressively,’ Mukhtarudin stated during a working meeting with House of Representatives Commission IX at the Parliamentary Complex in Senayan, Jakarta, which was monitored online on Friday.

Preventively, the KP2MI has launched the Gerakan Migran Aman (Safe Migrant Movement) to provide information and raise awareness down to the village level on how to work abroad safely through officially registered placement companies under the KP2MI. This initiative aims to prevent Indonesian migrant workers from falling victim to non-procedural placements by unscrupulous individuals or illegal companies, which could lead to exploitation or becoming victims of human trafficking (TPPO).

In addition to the Safe Migrant Movement, the KP2MI is also promoting the Desa Migran Emas (Golden Migrant Village) Programme to establish a procedural placement ecosystem, and is collaborating with institutions and partners such as the ILO (International Labour Organization) and GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit) to educate the public on safe ways to work abroad. ‘We continue to carry out these efforts,’ Mukhtarudin said.

Regarding repressive measures to prevent workers from becoming victims of human trafficking, the KP2MI has implemented various programmes, including cyber patrols to monitor digital activities by parties attempting to send workers illegally. ‘Despite our infrastructure limitations, we conduct cyber patrols, prevention, and education, entering schools and universities, among other things. This is done through synergy with relevant ministries and institutions,’ the P2MI Minister added.

Director General of Protection at KP2MI, Rinardi, added that digital surveillance has successfully taken down or removed 2,100 links, representing 97 percent of the total 2,145 links suspected of spreading fake job vacancy information. Direct supervision has also been carried out by the KP2MI on 192 institutions, including Indonesian Migrant Worker Placement Companies (P3MI) and Job Training Institutions (LPK). Indirect supervision involves the verification of recommendation submissions, such as the Consular Board of Agency (CBA) recommendation for Taiwan. ‘But this applies to Taiwan,’ Rinardi noted.

Furthermore, the KP2MI has conducted 6,608 interceptions of individuals who were about to be dispatched non-procedurally during 2025, carried out both centrally and regionally.
