Koster urges Solar Summit 2026 to deliver concrete clean energy policy recommendations
Bali Governor Wayan Koster has expressed his hope that the Indonesia Solar Summit (ISS) 2026 will provide policy advice and recommendations to the government for the development of clean energy. Koster stated that the ISS should not only generate discussion but also foster strategic partnerships, concrete investments, and policy recommendations capable of accelerating the realisation of the national target of developing 100 gigawatts of solar energy.
The Bali Provincial Government has already issued several regulations to support clean energy development, including Regional Regulation No. 9 of 2020 on the Regional Energy General Plan, Governor Regulation No. 45 of 2019 on Bali Clean Energy, and Governor Circular No. 5 of 2022 on the utilisation of rooftop solar power plants in Bali Province. Bali is committed to achieving energy self-sufficiency based on clean energy by ending its dependence on fossil fuel power plants. The utilisation of solar power plants is a primary strategy to realise the Net Zero Emission target by 2045, 15 years ahead of the national target.
Koster noted that as a region reliant on the tourism sector, Bali requires a high-quality environment and a clean, safe, and sustainable energy system. He emphasised that the province must achieve energy independence by utilising locally available energy sources. In the future, power generation in Bali is expected to no longer use fossil fuels to eliminate sources of air pollution and maintain air quality. Koster stated that solar power plants are the best choice because their energy source is the sun, and he is encouraging their use as Bali’s future energy source.
To further promote clean energy development, the Bali Provincial Government is ready to support communities wishing to install solar power plants. Koster asserted that the use of solar energy does not harm the government and should instead be facilitated as part of accelerating the clean energy transition.
Regarding ISS 2026, Institute for Essential Services Reform Executive Director Fabby Tumiwa explained that the summit is an annual national forum held in collaboration with ministries and government agencies to accelerate clean energy transition in Indonesia. The 2026 edition will be held in Bali for the first time, focusing on accelerating the 100 GW solar energy target, reducing diesel power plant usage, financing strategies, and strengthening the national solar industry ecosystem.
