Bali Governor Wayan Koster has urged thousands of civil servants (ASN) within the Bali Provincial Government (Pemprov) to unite in accelerating the implementation of regional development programmes grounded in the ‘Nangun Sat Kerthi Loka Bali’ vision through a planned universal development approach in the New Era Bali in 2026.

“This acceleration must be understood and carried out by all regional apparatus, at all levels, including employees not in structural positions. Everyone must understand,” Koster stated in his speech at the Ksirarnawa Art Center building in Denpasar on Thursday (26/3/2026).

Koster requested that all regional apparatus implement the programmes seriously. So far, he assessed that some programmes are still progressing slowly, thus requiring comprehensive and integrated promotion.

“Development documents that have been prepared must also be studied, understood, and implemented in full, not just carried around. They must enter the mind and be felt, body and soul,” emphasised the two-term Bali Governor.

According to him, understanding the Bali development concept must not be partial or half-hearted, even when working in different sectors. “It cannot be understood only in part. It must be whole, even in a particular agency, one must still know the overall direction of Bali’s development,” he added.

Koster stressed that everyone should work collectively in the government, not going it alone. All ranks of the Bali Provincial Government were asked to move together. “There must be one perception, one understanding, and one step, not individually but collectively as one big team,” said Koster.

“Everyone must explain to the public what the government is currently doing and will do. So that the public knows where Bali is being taken. These five years are the foundation for the next 100 years. So we are not just building, but building Balinese society civilisation for future generations,” he further remarked.

Koster also reminded that it is not just about the concept from the Nangun Sat Kerthi Loka Bali vision, but it encompasses the comprehensive development of Bali’s nature, people, and culture. The legal basis for Bali’s development has also been strengthened through Law No. 15 of 2023 on the Province of Bali, which needs to be understood by the entire apparatus.

Synergy between the Bali Provincial Government and regencies/cities is also important to ensure that what is built forms one unified territory, one island, and one development pattern. He requested that there be no sectoral egos or regional egos; everyone must sit, work, and move together.

Koster reaffirmed his commitment to guiding Bali’s future development, including advocating for funding support from the central government, particularly in strengthening the cultural sector, traditional villages, and subak.

“If this is clear, I will immediately move to the centre. This is important for Bali’s future,” Koster concluded.
