Korlantas and Jasa Marga Devise Scheme for Christmas and New Year, Zero ODOL

The National Police Traffic Corps (Korlantas) and PT Jasa Marga (Persero) Tbk held a coordination meeting to discuss traffic management, preparations for the Christmas and New Year (Nataru) holidays, the implementation of the Zero Over Dimension Over Loading (ODOL) policy, and the acceleration of operational technology integration on toll roads. The discussion took place when Korlantas Chief Inspector General Wibowo and senior officials received Jasa Marga President Director Rivan A. Purwantono and his board of directors at the NTMC Polri building on Monday.

Wibowo stated that collaboration between Korlantas and Jasa Marga must be continuously strengthened, particularly in anticipating surges in public mobility during national holidays such as the Christmas and New Year period. ‘These two major holiday potentials will certainly trigger increased public movement, especially on tourist routes,’ Wibowo said. During the meeting, Wibowo also requested the latest updates on the construction progress and operational readiness of new toll roads, specifically sections in Central Java to Yogyakarta and supporting access in East Java. The presence of these new toll networks is projected to effectively disperse vehicle concentration and facilitate distribution flow to Ketapang Port in Banyuwangi.

Beyond Nataru preparations, the discussion focused on the planned Zero ODOL policy targeted for implementation early next year. Wibowo noted that handling ODOL vehicles must consider the economic balance of the community and not solely focus on downstream law enforcement. He stated that resolving issues from the upstream sector, such as involving business owners and transporters, is key to ensuring the policy yields effective results without causing counterproductive impacts on the ground. ‘Korlantas always works downstream. Upstream work greatly impacts downstream work. If everything is thrown downstream without sufficiently mature consideration, the results will be counterproductive to what is desired,’ Wibowo said.

Meanwhile, Jasa Marga President Director Rivan A. Purwantono explained that ODOL vehicles pose safety risks and accelerate structural damage to toll roads. To support the Zero ODOL policy, Jasa Marga is increasing its Weigh In Motion (WIM) facilities from two points to eight points. These facilities are integrated with surveillance cameras and Light Detection and Ranging (LIDAR) technology to detect vehicle weight and dimensions in real-time. The data is then synchronised directly with the Electronic Traffic Law Enforcement (ETLE) system owned by Korlantas. Additionally, Jasa Marga is promoting digital data integration through the Travoy application, which is equipped with Radio Frequency Identification (RFID) technology. This RFID data will be aligned with Korlantas’ Registration and Identification data and the Ministry of Transportation’s periodic inspection data to strengthen monitoring and supervision of freight vehicle roadworthiness. ‘System strengthening is also carried out through the Jasamarga Tollroad Command Center (JMTC), which is ready to be utilised jointly at crucial points. This command centre integration is expected to accelerate incident response and strengthen cross-sector coordination,’ Rivan said, adding that all digital and infrastructure innovations aim to create comfort and safety for public mobility, especially in facing Nataru congestion.
