Konaspi XII Recommends Refinement of National Education System Bill
Singaraja, Bali (ANTARA) - The 12th Indonesian National Education Convention (Konaspi XII) 2026, hosted by Ganesha University of Education (Undiksha) Singaraja, has produced the Bali Recommendations, which urge educational transformation and the refinement of the National Education System Bill (RUU Sisdiknas).
“The recommendations, signed by 12 rectors of state teacher training institutions (LPTK), represent a synthesis of thoughts from the convention proceedings and focus group discussions. This formulation is expected to be followed up by the government as policy input towards the Indonesia Gold 2045 vision,” said the Rector of Undiksha and Chairman of the Association of Indonesian State Teacher Training Institutions (ALPTKNI), Prof. I Wayan Lasmawan, in Singaraja, Buleleng Regency, Bali, on Monday.
Lasmawan explained that the Bali Recommendations emphasise a mandate for educational transformation to develop well-rounded Indonesian citizens. The document contains at least 12 recommendation points, including the reinforcement of educational philosophy based on Pancasila and the teachings of Ki Hadjar Dewantara. Character building is directed through the ‘Tri Pusat Pendidikan’ (Three Educational Centres) involving family, school, and society.
To improve students’ basic abilities, Konaspi XII recommends a National Foundational Learning Movement that integrates literacy, numeracy, science, STEM (Science, Technology, Engineering, and Mathematics), and computational thinking through deep learning. The recommendations also include the development of a National Roadmap for Improving PISA (Programme for International Student Assessment) results towards 2045 and the revitalisation of LPTK as a driver for transforming the educational ecosystem.
In the field of teacher education, the forum encourages the reform of Teacher Professional Education (PPG) by differentiating the approach between PPG for Specific Teachers and PPG for Teacher Candidates. Lifelong professional development and teacher welfare are also key concerns. “Improvements to adaptive school curricula and the transformation of higher education curricula based on Outcome-Based Education (OBE) are also recommended, alongside the accelerated use of digital technology and ethical, human-centred artificial intelligence,” he said.
To strengthen policy sustainability, the 12 points of the Bali Recommendations have been consolidated into four priority agendas within the Bali Charter: strengthening character and educational philosophy, improving literacy, numeracy, and science; strengthening LPTK and PPG reform; and ensuring an ethical, inclusive, and sustainable educational transformation.
“As a pillar of this agenda, Konaspi XII encourages the refinement of the RUU Sisdiknas to ensure it aligns with the needs of national educational transformation and guarantees education as an inclusive, equitable, high-quality, and sustainable public service,” he added.
“The refinement of the RUU Sisdiknas is expected to strengthen the teaching profession, the position of LPTK, and national educational governance, so that the resulting recommendations can serve as a foundation for continuous policy,” said Lasmawan.
Previously, the recommendation document was submitted by the Chairman of ALPTKNI, Prof. Dr. I Wayan Lasmawan, to the Chairman of the Council of Rectors of Indonesian State Universities (MRPTNI) for the 2024–2026 period, Prof. Eduart Wolok, at the closing of Konaspi XII on Saturday (3/10).
