Kompol Jarot Simplifies Counselling Services at Central Kalimantan Police Headquarters via E-Kopi Papi

Kompol Jarot Budi Purnomo has pioneered the E-Kopi Papi (Electronic Psychological Counselling and Firearm Borrowing) service at the Central Kalimantan Regional Police (Polda Kalteng). The application was developed to facilitate access to counselling services for all members of Polda Kalteng.

For this innovation, Kompol Jarot has been nominated for the 2026 Hoegeng Awards. He currently serves as the Deputy Head of the Psychology Division in the Human Resources Bureau of Polda Kalteng.

In addition to innovative programmes for internal police use, Kompol Jarot is known for providing psychological services to the public. One such initiative is the mobile psychology service at the Car Free Day (CFD) in Palangkaraya City.

One resident who has benefited from the activity is Suprapto. He, along with his child and grandchildren, frequently utilises the psychological services when attending CFD.

“So, um, there we play with the grandchildren and all. Then my child once went into the vehicle. In the vehicle, there’s counselling, psychological counselling I think. That kind of counselling, anyway, but my children have done that counselling,” said Suprapto.

Suprapto stated that the psychological services provided by Polda Kalteng attract many participants. According to him, the officers on duty there are also friendly in serving the public.

“There are many interested at CFD, lots of people strolling around, it’s an opportunity to bring children and grandchildren,” he said.

Suprapto views Kompol Jarot as a smiling and humble police officer. He considers Kompol Jarot as an example for other police officers.

“If all police were like that, wow, I think the public would be too, Sir. That’s it. In a manner of speaking, he can be an example for police,” he remarked.

Contacted separately, Kompol Jarot explained that the E-Kopi Papi application was created in 2022. The innovation arose after Kompol Jarot observed limitations in counselling personnel and the vast conditions of Central Kalimantan.

“I created the application to make it easier for members to access counselling directly when they need it,” said Kompol Jarot.

He stated that the application can be used by members of Polda Jateng for pre-marital psychological counselling. The service simplifies the process for members, eliminating the need to visit Polda Kalteng.

“If they come, it requires time and cost, so with E-Kopi Papi, they just fill it out, then video call us for counselling via the app, making it easier for the parties involved, lightening their burden, and effective anywhere,” added Kompol Jarot.

The E-Kopi Papi application can be downloaded on Android. After that, members register and select the psychologist who will assist in their counselling session.

“Then, if it suits them, ‘Oh, sorry, female, oh I prefer a female’. Oh, this one.. then just click WA and it will connect. It will be confirmed by the counsellor at Polda,” said Kompol Jarot.

So far, an average of 20 to 30 members conduct counselling via the E-Kopi Papi application. The majority are for pre-marital counselling.

“For personal matters, they usually come directly to us,” said Kompol Jarot.

The idea for the E-Kopi Papi application is not Kompol Jarot’s first. He had implemented something similar while stationed in South Sumatra.

“In South Sumatra, when I was Head of Sub-section there, I already made it,” he said.

The difference lies only in the name used. Upon being assigned to Central Kalimantan, he proposed the idea to his superiors, and it was approved.

“With this application, I reported to the leadership, the leadership at the time supported it, agreed, and it was immediately launched,” said Kompol Jarot.

In addition to psychological services, E-Kopi Papi also provides notifications regarding psychological tests for Polri members borrowing firearms. Through the application, members can know when their psychological test expires, allowing them to prepare for re-testing.

“Firearm borrowing, after the new regulations, psychology is one of the requirements for granting firearm borrowing. There are other requirements too. Shooting skills, no involvement in violations, no disciplinary punishments, and so on. Then no issues, good performance, so now there are many variables. Psychological testing is one of them,” he added.

Mobile Psychology Service at CFD

Kompol Jarot also recounted the mobile psychology service in the CFD area. According to him, the programme was motivated by the prevalence of bullying cases and other social issues.

“I saw an opportunity at CFD, because I have a service vehicle, so at that time I just set up a stand at CFD. Initially just the vehicle, counselling for whoever wants it. Eventually, it developed into a reading corner, children’s play corner, then a space for, so to speak, application, psychological tests to assess community stress levels. After that, they can counsel in the vehicle, and it has developed until now,” said Kompol Jarot.

He is grateful that the psychology service at CFD has been well-received by the public. In addition to coming for counselling, there are also community members who bring their children to the reading corner.

“Alhamdulillah, many, especially on Sundays because there are corners, especially parents bringing their children,” said Kompol Jarot.

Another initiative by Kompol Jarot is Psychology Goes to School. This programme is conducted in collaboration with schools to provide understanding on anti-bullying, mental health, and the dangers of juvenile delinquency.

“Alhamdulillah, it has received positive responses too,” he said.
