Komnas HAM Urges Probe into Deaths of Five Cooperative Programme Military Trainees
The National Commission on Human Rights (Komnas HAM) is pushing for an investigation into the deaths of five individuals participating in military training for prospective managers of the Koperasi Desa/Kelurahan Merah Putih (KDKMP) and Kampung Nelayan Merah Putih (KNMP) programmes. Komnas HAM suspects negligence led to the multiple casualties.
Komnas HAM expressed its condolences and deep concern to the families of the five deceased Sarjana Penggerak Pembangunan Indonesia (SPPI) members, who were undergoing Basic Military Training (Latsarmil) for the KDMP and KNMP programmes. The initiative involves at least 35,476 prospective village cooperative managers and 5,476 prospective fishing village managers, who are required to complete 45 days of Latsarmil from 14 June to 31 July 2026 at 67 Indonesian National Armed Forces (TNI) units across the country.
‘Ensuring legal proceedings against those responsible for the negligence that caused the deaths of five participants in the basic military training,’ said Komnas HAM Commissioner Pramono Ubaid Tantowi in a statement on Sunday (28/6/2026).
Komnas HAM is urging the police to take swift action in this case. The commission believes the National Police can trace the exact cause of the victims’ deaths. ‘The police should immediately request forensic autopsies on the bodies of the five victims to obtain scientific evidence regarding the cause of death as part of the criminal investigation process,’ Pramono stated.
Komnas HAM also stressed the importance of conducting law enforcement transparently and accountably, as the victims’ families are entitled to truth, justice, and reparation. ‘Provide the widest possible access to independent investigation teams, including Komnas HAM, to conduct inquiries,’ Pramono added.
Previously, the Ministry of Defence stated the programme was designed to instil ‘discipline, integrity, and esprit de corps’. Training activities reportedly included waking at 3.30 a.m. Western Indonesia Time, physical exercise, military drill, and a shooting plan scheduled for the third week.
According to official information from the Ministry of Defence as of 27 June 2026, the five deceased victims were Yonanda Mohamad Taufiq, during training at Satdik Puslatpur Kodiklatad Baturaja; Annisa Muyassaroh, during training at Satdik Dodikjur Rindam VI/Mulawarman, Balikpapan; Novia Rahmadhani Sihotang, during training at Satdik Pusbahasa Kodiklatau; Muhammad Rifqi Renaldi, during training at Satdik Yon PARAKO 465; and Nola Diasari, during training at Satdik C Kalimantan. All five were declared to have died due to specific medical conditions, namely heat stroke, cardiac arrest, and tuberculosis.
