Komnas HAM Urges Government to Form TGPF for Andrie Yunus Case

The National Human Rights Commission (Komnas HAM) is urging the government to form a Joint Fact-Finding Team (TGPF) if the Indonesian National Police (Polri) encounter difficulties in uncovering the attempted murder case against KontraS activist Andrie Yunus.

Komnas HAM Commissioner Saurlin P. Siagian stated that the commission is focusing on the right to fair law enforcement for the perpetrators. From Komnas HAM’s in-depth investigation, there is strong evidence that the perpetrators involved in this case are not limited to the four individuals claimed by the Indonesian National Armed Forces (TNI).

Therefore, Komnas HAM is pressing Polri to continue the investigation process to uncover the identities of other strongly suspected perpetrators. Saurlin said that Polri’s investigation is crucial to determine whether these other perpetrators are all from a military background or if civilians are involved.

“If Polri faces obstacles in uncovering the identities of the other perpetrators—both those found by KontraS and Komnas HAM, numbering in the dozens—then we urge the government to consider forming a TGPF,” Saurlin said in a written statement on Friday, 17 April 2026.

According to Saurlin, the TGPF has a strong mandate to address structural and psychological obstacles in uncovering this incident.

Komnas HAM Commissioner Pramono Ubaid Tanthowi stated that fair, transparent, and accountable law enforcement for the perpetrators is essential to monitor for two reasons.

First, to prevent misidentification of the perpetrators. Second, Pramono said, to ensure that other strongly suspected perpetrators can still be held accountable, thereby avoiding potential impunity.

“The intended legal efforts are expected to have a deterrent effect on anyone involved and prevent similar actions in the future,” Pramono said.

Pramono added that Komnas HAM is currently finalising the monitoring report on the Andrie Yunus case.

The Komnas HAM Monitoring and Investigation Team for the Andrie Yunus case has collected evidence, including statements from parties, electronic and digital evidence, expert testimonies, and other physical evidence.

“To date, we are still working on gathering evidence, including efforts to examine the defendants, for whom we have not yet obtained permission from the TNI,” Pramono said.

Pramono stated that Komnas HAM will soon submit the monitoring results in the form of recommendations to relevant parties. “We are also continuing the assessment process regarding alleged intimidation of 12 human rights activists, the results of which we will inform shortly,” Pramono said.

The Jakarta Military Prosecutor’s Office Il-07 has transferred the case file for the acid splashing against Andrie Yunus to the Jakarta Military Court II-08 on Thursday, 16 April 2026.

“We will hold the hearing on Wednesday, 29 April 2026. The agenda is the reading of the indictment,” said Chairman of the Jakarta Military Court II-08, Colonel Fredy Ferdian Isnartanto, during a press conference at the Jakarta Military Court II-08.

In transferring the case file, the Military Prosecutor’s Office also included physical evidence and four suspects: Captain NDP, First Lieutenant BHW, First Lieutenant SL, and Second Sergeant ES. Additionally, the Prosecutor’s Office prepared eight witnesses: five from the military and three civilians.

Fredy stated that the trial will be open to the public and can be covered by the media. “Since it does not concern morality, children, or state secrets, it is open,” he said.
