Komnas HAM Proposes Independent Asset Recovery Agency

The National Commission on Human Rights (Komnas HAM) has proposed the establishment of an independent asset recovery agency to manage assets resulting from corruption offences. Komnas HAM Commissioner Uli Parulian Sihombing stated that this proposal is one of the recommendations from the commission’s study on corruption and the recovery of human rights violations. “We encourage the establishment of an independent asset management agency to manage assets from corruption offences,” Uli said at the Komnas HAM building on Tuesday, 21 July 2026. Uli explained that currently, asset management is handled separately by each law enforcement institution, with the Police and the Attorney General’s Office each having their own Asset Recovery Agency, while the Corruption Eradication Commission (KPK) has a Directorate for Asset Tracing, Evidence Management, and Execution. “The management of assets resulting from corruption is currently still sectoral because it is managed separately by each law enforcement agency,” Uli said. While respecting the current system, Uli argued that an integrated body is necessary to maximise the management of corruption assets. He noted that the independent asset management body should ideally be positioned outside existing law enforcement institutions. Uli also highlighted that the proposal is relevant to the ongoing discussions on the Asset Forfeiture Bill. He pointed to the illegal tin mining corruption case in Bangka Belitung, which has a court ruling but has yet to provide effective recovery for victims, as evidence that the recovery of assets for victims of corruption remains ineffective.
