Komnas HAM Proposes Independent Asset Recovery Agency
The National Commission on Human Rights (Komnas HAM) has proposed the establishment of an independent asset recovery body to manage assets derived from corruption offences. Komnas HAM Commissioner Uli Parulian Sihombing said the proposal is one of the recommendations from the commission’s study on corruption and the recovery of victims of human rights violations.
“We are encouraging the creation of an independent asset management body to manage assets resulting from corruption offences,” Uli said at the Komnas HAM building on Tuesday, 21 July 2026.
Uli explained that asset management currently remains fragmented across institutions: the National Police and the Attorney General’s Office each have their own Asset Recovery Bodies (BPA), while the Corruption Eradication Commission (KPK) has a Directorate of Asset Tracing, Evidence Management and Execution (Labuksi).
“The management of assets derived from corruption is still sectoral at present, as each law enforcement agency manages them separately,” Uli said.
While respecting the current system, Uli believes an integrated body is needed so that the management of corruption-related assets can be maximised. According to him, such a body should ideally sit outside the existing law enforcement institutions, such as the National Police, the Attorney General’s Office and the Supreme Court.
“An independent asset recovery body should indeed be outside of law enforcement,” Uli said.
Uli also noted that the proposal is relevant to the ongoing deliberation of the Asset Forfeiture Bill. He hopes an independent asset management body can maximise state revenue from the management of corruption-related assets while also preserving the value of those assets.
Uli highlighted the illegal tin mining corruption case in Bangka Belitung, which has already resulted in a corruption court verdict with state losses amounting to more than Rp200 trillion.
“Yet to this day there has been no recovery that guarantees the community’s right to a good and healthy living environment in that region,” Uli said. He said the situation is one indication that the recovery of victims of corruption offences has still not been running effectively.
