Komnas HAM Papua Deplores Attacks on Civilians in Intan Jaya
The National Commission on Human Rights (Komnas HAM) RI Representative Office for Papua has expressed regret over attacks on civilians in Intan Jaya Regency, Central Papua. Head of the Komnas HAM RI Representative Office for Papua, Frits Ramandey, stated in Jayapura on Thursday that attacks on civilians cannot be justified for any reason. βAll forms of attacks against civilians in situations of war or otherwise, carried out by state or non-state actors, constitute violations of human rights and international humanitarian law,β he said. According to Ramandey, these attacks cause violations of the right to life and the right to a sense of security, which are non-derogable rights that cannot be curtailed under any circumstances. On 18 June 2026, a grenade explosion, suspected to have been dropped via a drone, occurred in Danggoa Village, Agisiga District, Intan Jaya Regency, injuring two civilians. On 27 June 2026, a firefight occurred between the military wing of the Free Papua Organisation and the Rajawali IV TNI Task Force in Agisiga District, resulting in the death of one TNI soldier and injuries to three others. He also stated that on 29 June 2026, a shooting took place in Kupia Village, Agisiga District, which caused the death of a pastor from the Indonesian Gospel Tabernacle Church (GKII), Elianus Agimbau. On the same day, a resident named Okto Tigau was reported missing and was found dead on 1 July 2026 in Mamba Village, Sugapa District. He added that his office expresses deep concern and condolences over the deaths of several civilians and security personnel, including those who were injured. From a human rights perspective, civilians must receive maximum attention and protection from all parties, especially the state.
