Komnas HAM: No Coordination Between TNI and Police in Andrie Case
The National Commission on Human Rights (Komnas HAM) has disclosed the absence of coordination between the TNI and Polri in the investigation of the attempted murder case against Kontras activist Andrie Yunus. “From our discussions with the Police and TNI, it appears there was no coordination in this case before 19 March 2026,” said Komnas HAM Commissioner Pramono Ubaid Tanthowi at his office on Wednesday, 1 April 2026.
Komnas HAM today invited TNI Military Police Centre Commander Major General Yusri Nuryanto, TNI Legal Development Agency Head Rear Admiral Farid Ma’ruf, Deputy Head of TNI Headquarters Information Centre Brigadier General Osmar Silalahi, and several other mid-level officers. They were questioned regarding the investigation of the Andrie Yunus case, which has been handed over by Polri to the TNI Military Police Centre.
Previously, the Metro Jaya Regional Police had conducted an investigation into the acid attack terror case against Andrie Yunus. The police then held a press conference on 18 March 2026, revealing two suspected attackers on Andrie. At that time, the police mentioned their initials as BHC and MAK. The police also released CCTV footage they had obtained.
Meanwhile, on the same day, TNI Headquarters also held a press conference regarding the disclosure of the Andrie Yunus case. The TNI stated that it had arrested four suspected attackers on Andrie Yunus from the Strategic Intelligence Agency (Bais) TNI unit.
The initials of the perpetrators arrested by the TNI differed from those revealed by the police. The TNI stated that the four individuals were initialled NDP, SL, BHW, and ES. NDP holds the rank of captain, SL and BHW are first lieutenants, while ES is a second sergeant.
Pramono said that Komnas HAM needs to explore the legal processes carried out by the TNI and Polri. In particular, how the considerations of Bais TNI could immediately hand over the four suspected perpetrators to the Military Police, while the police process was still ongoing. “Coordination only occurred on 19 March, during the handover of evidence,” he said.
Pramono added that Komnas HAM will also seek statements from experts to strengthen the construction of conclusions later. The experts referred to are criminal law experts, intelligence experts, and military experts. “We have scheduled them for next week,” he said.
Pramono stated that Komnas HAM also asked those TNI officers about allegations of a command operation targeting Andrie Yunus. “If this is an operation, is there any superior involved,” he said.
However, Pramono did not detail the TNI’s response to that question. He only said that the TNI Military Police Centre is open, including facilitating Komnas HAM to meet the perpetrators.
For that purpose, Komnas HAM will write to TNI Commander General Agus Subiyanto to obtain access to examine the suspected perpetrators.
Komnas HAM Monitoring and Investigation Commissioner Saurlin P. Siagian said that the examination will not be delayed. Because, he claimed, in terms of case handling progress, everything is proceeding according to procedure. “Yesterday it was disrupted by Eid, then this week only a few days. But, in the cycle every 2 days we always have progress,” said Saurlin.
After the examination, the high-ranking TNI officers invited to Komnas HAM did not speak to reporters.
