The National Commission on Human Rights (Komnas HAM) has revealed suspicions of at least three non-field perpetrators related to the attempted planned murder using sulphuric acid against KontraS activist Andrie Yunus.

This was stated by Komnas HAM Monitoring and Investigation Commissioner Saurlin P. Siagian during a press conference at the office in Jakarta on Monday (27/4).

“Suspicions of involvement of at least three other perpetrators who were not in the field,” said Saurlin.

Based on analysis results and evidence such as CCTV recordings, police cell dump analysis, and witness statements, Saurlin mentioned there are at least 14 field suspects who threw the acid and are interconnected.

“Additionally, at least more than five unidentified persons (OTK) were found at the location (YLBHI Office) engaging in suspicious activities,” he added.

Use of child and family identities

In his presentation, Saurlin stated that the suspected perpetrators used other people’s identities to register phone numbers. This was done to cover their tracks.

“It is suspected that the perpetrators used other names to register their mobile phone numbers, including using the name of a 5-year-old child, a housewife, and an elderly person to conceal their identities,” said Saurlin.

“These numbers were only activated 1-2 days before the incident between 10-11 March,” he emphasised.

Human Rights Violation

Komnas HAM opines that the attack using sulphuric acid (H2SO4) against Andrie Yunus constitutes a human rights violation because it is an act by a group of state apparatus that intentionally limits, reduces, or revokes a person’s human rights, and it is feared that it will not receive fair and proper legal resolution based on applicable legal mechanisms.

“We indicate a pattern of planned and coordinated attacks between the perpetrators,” said Saurlin.

These human rights violations include violations of the right to be free from torture, punishment, or cruel, inhuman treatment that degrades human dignity; violation of the right to security; violation of the right to freedom of opinion and expression; violation of the right to participate in government; and violation of the right to justice.

Based on these findings, Komnas HAM recommends to Indonesian President Prabowo Subianto to conduct a comprehensive evaluation of the role and function of TNI intelligence, especially various forms of illegal operations and actions that violate human rights, to prevent similar incidents in the future.

Komnas HAM also requests the President, together with the DPR, to revise the Military Court Law to align with the TNI Law and the 2025 Criminal Procedure Code to affirm that TNI members who commit general criminal offences are tried in general courts to prevent impunity.

The President is also asked to form a Joint Fact-Finding Team (TGPF) to ensure a thorough, objective, impartial, transparent, and accountable revelation of the acid attack incident against Andrie.

“Meanwhile, recommendations to the police to continue the investigation and prosecution of the acid attack incident against brother AY until completion, especially to uncover other perpetrators including from civilian elements,” said Komnas HAM Chairperson Anies Hidayah.

The acid attack case against KontraS External Division Deputy Coordinator Andrie Yunus will enter the proof stage in court.

The Jakarta Military Court II-08 has scheduled the trial for reading the indictment against four perpetrators who are BAIS TNI members on Wednesday, 29 April 2026.
