Komnas HAM Examines Puspom Commander Amid Discrepancies in Human Rights Victim Data
Several national channel articles from Tempo have garnered high attention from readers over the past three days. As of Friday, 3 March 2026, three national channel reports have become part of the most popular stories.
The three reports concern the examination by the National Commission on Human Rights (Komnas HAM) of the Commander of the TNI Military Police Central Command. The result was that Komnas HAM found no coordination between the police and the TNI in investigating the Andrie Yunus case.
The other two reports are the DPR questioning the government on data for victims of gross human rights violations and Sahroni stating that a Fact-Finding Team is unnecessary for the Andrie Yunus case. Here is a summary:
- Komnas HAM: No TNI-Polri Coordination in Andrie Case
Komnas HAM revealed no coordination between the TNI and Polri in the investigation of the premeditated attempted murder case against Kontras Deputy Coordinator Andrie Yunus.
Komnas HAM Commissioner Pramono Ubaid Tanthowi said that from discussions held by the commission with those two institutions, it found the fact that no coordination was conducted before the TNI-Polri announced the perpetrators’ identities.
“Coordination only occurred on 19 March, during the handover of evidence,” said Pramono at the Komnas HAM office on Wednesday, 1 April 2026.
In a press conference held on 18 March, Polda Metro Jaya revealed the identities of two attackers on Andrie. The police stated the initials of the two perpetrators as BHC and MAK.
On the same day, TNI Headquarters also held a press conference. Puspom TNI announced that its institution had arrested four soldiers from the BAIS Detachment. The four perpetrators were NDP, SL, BHW, and ES.
NDP holds the rank of captain, SL and BHW hold the rank of first lieutenant, while ES holds the rank of second sergeant.
- DPR Questions Government on Data for Victims of Gross Human Rights Violations
House Commission XIII has highlighted the lack of synchronisation in data held by ministries and government agencies regarding the number of victims of past gross human rights violations. Legislators are concerned that this lack of synchronisation impacts efforts to rehabilitate victims.
Commission XIII member Mafirion stated that the data presented by the government is relatively unchanged from the data presented in a meeting a decade ago. The data on the number of victims held by ministries and agencies shows varying results.
“The enumeration of victims has been conducted since 1998, but it is still not synchronised. I always say this, these gentlemen are not working, just repeating,” said Mafirion in a working meeting with the Coordinating Ministry for Law, Human Rights, and Immigration; the Ministry of Human Rights; the Ministry of Health; Komnas HAM; and the Witness and Victim Protection Agency (LPSK) on Thursday, 2 April 2026.
Komnas HAM records 8,599 victims of gross human rights violations, while LPSK records 5,626 people.
Another Commission XIII member, Rieke Diah Pitaloka, questioned the provision of Priority Indonesian Health Cards. The government records 726 recipients.
The problem, Rieke said, is that the implementation of victim rehabilitation through the Priority KIS instrument has not been effective. Because, of the 726 recipients, only dozens use the Priority KIS per year.
“And with limited claim values,” she said.
- Sahroni: No Need to Form Fact-Finding Team in Andrie Yunus Case
Deputy Chairman of Commission III of the DPR, Ahmad Sahroni, assessed that forming a Joint Fact-Finding Team (TGPF) is unnecessary in uncovering the acid splashing case against Kontras activist Andrie Yunus.
The reason, he said, is that the investigation of this case has been handed over by the police to Puspom TNI. “If it has now been handed over, the rest is with the TNI,” said this NasDem Party politician at the DPR, MPR, and DPD Complex on Wednesday, 1 April 2026.
Previously, in a meeting with Commission III of the DPR, the Advocacy Team for Democracy (TAUD) urged President Prabowo Subianto to form a TGPF to thoroughly uncover the Andrie Yunus case.
Andrie’s legal team said that historically, the TGPF has played a role in uncovering various past human rights violation cases, such as the murder of Munir Said, the Kanjuruhan incident, and the Cicak-Buaya conflict at the KPK.
TAUD representative Gema Gita Persada said that forming this independent fact-finding team aims to uncover the intellectual masterminds in the Andrie Yunus case. He also believes the TPF’s role is more comprehensive in investigating allegations of a chain of command.
