Komnas HAM Asked to Oversee Law Enforcement to Ensure Fairness and Transparency
The legal team representing Sulaiman, also known as Acai, the former President Director of PT Graha Konstruksi Sejati (GKS), visited the National Commission on Human Rights (Komnas HAM) office in Jakarta on Monday (22/6/2026). The visit aimed to request supervision and legal protection regarding the judicial process currently underway at the North Sumatra Regional Police (Polda Sumut).
This step was taken by the family and legal team ahead of the inaugural hearing for the alleged criminal case involving Sulaiman. The legal team believes there were administrative irregularities in the investigation process from the outset.
Sulaiman’s lawyer, Frien Jones Tambun, explained that they had sent an official letter to Komnas HAM detailing the chronology of the handling of four different police reports against their client. "From the beginning, we saw indications of a forced legal process. Because when our client was forcibly picked up and taken to the North Sumatra Regional Police on 14 April 2026, his status was a witness on a second summons," Frien said on Monday (22/6/2026).
According to case documents, Sulaiman is currently a suspect in a case of alleged embezzlement of company funds, with losses estimated at IDR 5.032 billion. The case originated from a report filed by PT GKS together with PT Medan Mega Development. The complainants suspect misuse of company operational funds between 2019 and 2025, the period when Sulaiman was actively serving as the company’s president director.
However, the legal team noted in their defence that Sulaiman’s term of office officially ended in May 2025. Furthermore, all directors’ accountability reports and annual financial statements were reportedly approved and accepted at the 2025 General Meeting of Shareholders. This forms the basis for the suspect’s questioning of why a criminal report was filed in February 2026. "If all transactions and financial reports were accepted at the GMS, then it is questionable why this matter has been brought to the criminal domain. We see indications that the law is being used as an instrument of pressure in a business dispute," Frien elaborated.
In addition to highlighting the formal legality of the investigation process, the complaint letter sent to Komnas HAM also reported on the condition of the detention centre facilities, which are considered to be overcapacity. Based on the legal team’s monitoring, the cell occupied by Sulaiman reportedly houses around 100 people, far exceeding the ideal capacity of 20 people.
The legal team also reported strict supervision in the form of hourly photographic documentation that has been ongoing since 17 June 2026, as well as limited visiting access for family members. The suspect’s physical condition was another reason for the supervision request, given that Sulaiman has a medical history of anxiety disorder and was rushed to Bhayangkara Medan Hospital on 11 June 2026 due to a drop in haemoglobin levels.
As a follow-up measure, the legal advisory team stated they have sent copies of the protection request to Commission III of the House of Representatives, the National Police Chief, and the National Police Commission (Kompolnas). The legal team also plans to write to the Corruption Eradication Commission (KPK) to request supervision to ensure the legal process is conducted transparently. "We respect the legal process. However, we ask that the entire process be conducted fairly, transparently, and that the law is not used as a tool to pressure any party in a business dispute," Frien concluded.
