JAKARTA, KOMPAS.com – The National Human Rights Commission (Komnas HAM) has stated that the acid attack on Andrie Yunus, Deputy Coordinator of the Commission for Missing Persons and Victims of Violence (KontraS), meets the elements of a human rights violation.

Komnas HAM Monitoring and Investigation Commissioner Saurlin P. Siagian said the assessment refers to the definition of human rights violations in Law No. 39 of 1999.

“The elements of a human rights violation are actually simple. There is a perpetrator, there is the substance of the violation, which can be done intentionally or unintentionally. Well, I think those elements constitute a human rights violation,” Saurlin said when met at the Komnas HAM office in Central Jakarta on Monday (30/3/2026).

“We haven’t determined it yet, but all common sense says yes,” he added.

Saurlin explained that the official determination will be made after Komnas HAM completes the monitoring process and discussions in the institution’s internal forum.

“We have to meet first. That’s the norm, but procedurally, we have to establish it in a recommendation,” he said.

He added that Komnas HAM is still collecting statements from various related parties, including plans to summon TNI personnel in the near future.

“I think it won’t take long (the deadline for preparing the recommendation); there aren’t many parties we want to question anymore. The TNI side, then experts, and possibly some victims or witnesses,” he added.

For information, Andrie Yunus, Deputy Coordinator of KontraS, became a victim of an acid attack by unknown persons on Thursday night (12/3/2026) in the Senen area, Central Jakarta.

As a result of the attack, Andrie suffered burns to several parts of his body, including his eyes, face, chest, and hands. Currently, the case is being investigated by the National Police (Polri) and the Indonesian National Armed Forces (TNI).

“The four alleged perpetrators are from the TNI Bais Denma,” said TNI Deputy Chief of Staff for Military Police Major General Yusri Nuryanto during a press conference at TNI Headquarters, Jakarta, on Wednesday (18/3/2026).

Yusri explained that the four soldiers are from two branches.

“They are from the Navy and Air Force,” he said.

The four soldiers have been arrested and detained at the Pomdam Jaya military police unit. However, Yusri has not revealed the roles of each or the motive behind the acid attack.

“So, we are still investigating the motive,” he emphasised.
