The National Human Rights Commission (Komnas HAM) has revealed findings of 14 suspected perpetrators who are interconnected behind the planned attempted murder using acid against KontraS activist Andrie Yunus on 12 March.

Komnas HAM Monitoring and Investigation Commissioner Saurlin P Siagian stated that these findings result from analysis of several surveillance cameras or CCTV, police cell dumps, and witness testimonies.

“Based on the analysis and evidence in the form of CCTV recordings, police cell dump analysis results, police technology used to access conversations from BTS, and witness statements, Komnas HAM concludes that based on cluster analysis of CCTV recordings, there are at least 14 people interconnected around the YLBHI office,” said Saurlin during a press conference at his office in Jakarta on Monday (27/4).

Saurlin added that it is suspected there are at least five unidentified persons (OTK) who carried out suspicious activities at the location. There is also suspicion of three other perpetrators who were not directly involved in the field.

He said there is a suspected perpetrator who used another person’s identity when registering his mobile phone number. That number was activated 1-2 days before the incident occurred.

Furthermore, Komnas HAM confirmed that the perpetrator with initials BHWC made a round trip from a house on Jalan Panglima Polim 3 Number 11, which is an asset of the Ministry of Defence designated for BAIS, at the time of the attack.

According to him, witnesses at that house are an important part that needs to be investigated.

“In all the CCTV we analysed, which we also obtained from various parties, we are convinced that at least there are 14 people around the YLBHI office when AY was at the location,”

In his presentation, Saurlin explained the movements of each suspected perpetrator to carry out the acid spraying against Andrie.

“Substantively, these are our findings from at least 8 parties whose statements we requested in various places including at Komnas HAM,” he revealed.

Based on these findings, Komnas HAM recommends to Indonesian President Prabowo Subianto to conduct a comprehensive evaluation of the role and function of TNI intelligence, especially various forms of unlawful operations and actions that violate human rights, so that similar incidents do not recur in the future.

Komnas HAM also urges the President together with the DPR to revise the Military Court Law to align with the TNI Law and the 2025 Criminal Procedure Code to affirm that TNI members who commit general criminal offences are tried in general courts to prevent impunity.

The President is also requested to form a Joint Fact-Finding Team (TGPF) to ensure a thorough disclosure of the attack on Andrie in an objective, impartial, transparent, and accountable manner.

“Meanwhile, recommendations to the police to continue the investigation and prosecution process of the acid attack incident against brother AY until complete, especially to uncover other perpetrators including from civilian elements,” said Komnas HAM Chairman Anies Hidayah.

The acid attack case against KontraS External Coordinator Deputy Andrie Yunus will enter the proof stage in the trial.

The Jakarta Military Court II-08 has scheduled the trial for reading the indictment against four perpetrators who are TNI BAIS members on Wednesday, 29 April 2026.
