Komjen Dedi: Police Must Use Brain, Muscle, and Conscience in Enforcing the Law
Jakarta, VIVA – Deputy Chief of National Police Commissioner General Dedi Prasetyo highlighted the importance of law enforcement that relies not only on firmness but also on conscience.
In his address to the ranks of the National Police Criminal Investigation Unit, Dedi introduced the O2H concept as the primary guideline for carrying out police duties.
The concept was presented at the closing of the 2026 Technical Work Meeting (Rakernis) for the National Police Criminal Investigation Unit at the Aula Awaloedin Djamin, Bareskrim Polri Building, Jakarta, on Friday, 8 May 2026.
According to Dedi, law enforcement is not sufficient by merely prioritising technical capabilities and strength in action. Law enforcement officers must also possess empathy and sensitivity to the public’s sense of justice.
“The National Police must work by involving O2H, namely brain, muscle, and especially the heart in legal conscience,” he said.
He explained that the O2H concept emphasises the balance between intelligence, firmness, and conscience in every law enforcement process. Thus, the presence of the National Police is expected to truly provide a sense of justice and real benefits to the public.
On that occasion, Dedi also reminded that law enforcement must present three main aspects, namely legal certainty, justice, and utility.
In addition to giving directions, the Deputy Chief of National Police also expressed appreciation to all ranks of the National Police Criminal Investigation Unit from the headquarters level to the police station for their performance in maintaining security and providing services to the public.
“Thank you and appreciation to all ranks of the National Police Criminal Investigation Unit for carrying out law enforcement duties, protection, guidance, and services to the public that have been carried out well,” he stated.
According to him, various achievements of the Criminal Investigation Unit throughout Indonesia have made a significant contribution to national security stability while supporting the government’s Asta Cita programme.
In fact, Dedi said, President Prabowo Subianto has also given attention and appreciation to the National Police’s contributions in supporting several national strategic programmes, including food and energy resilience.
Not only that, the 2026 Criminal Investigation Unit Work Meeting was also said to be an important forum for strengthening the quality of investigators. Because the discussions in the event covered technical, strategic aspects, to strengthening the integrity and faith of personnel.
Dedi also highlighted the high public attention to the law enforcement process at the regional level, from police stations to regional police commands. Therefore, internal supervision and service quality must continue to be strengthened.
