Komdigi: TikTok Ready to Block Child Accounts, Roblox Tightens Restrictions for Underage Users

The Indonesian government, through the Ministry of Communication and Digital (Komdigi), has officially begun implementing the Government Regulation on Child Protection in the Digital Realm (PP TUNAS) as of 28 March 2026. PP Tunas was officially enacted by President Prabowo Subianto on 28 March 2025, exactly one year before the regulation takes full effect. The regulation requires digital platforms to limit access for underage users. Minister of Communication and Digital Meutya Hafid stated that two platforms are classified as “partially cooperative”. The Minister noted that TikTok has provided a written commitment to the government to promptly deactivate accounts of users under 16 years old in phases. “TikTok has committed to deactivating accounts of users under 16 years old gradually. Tomorrow, they will announce the operational roadmap for users aged 14-15 years,” said Meutya during a press conference in Jakarta on Friday night (27/3/2026). On the other hand, the gaming platform Roblox has adopted a slightly different approach. They have conveyed plans to adjust features, where players identified as under 13 years old will in the future only be allowed to play in offline mode. “It is possible that for certain ages, the online access will be turned off. We appreciate that adjustment as well,” said Meutya. Besides TikTok and Roblox, X/Twitter and Bigo Live are also prepared to comply with PP Tunas. Meutya stated that both platforms are “fully cooperative”, meaning they have already begun implementing the PP Tunas rules on their respective platforms. For X/Twitter, Meutya said that the platform has aligned its community guidelines by changing the minimum user age to 16 years as of 17 March. Although it previously requested an extension, Elon Musk’s platform has committed to starting to identify and deactivate underage child accounts from tomorrow. Bigo Live has even written to the App Store (Apple) to raise its app classification rating from age 13 to 18+. To ensure no underage users slip through, they have implemented a layered moderation system that combines artificial intelligence (AI) technology and human verification.
