Minister of Communication and Digital (Komdigi) Meutya Hafid stated that the government is summoning two technology platforms, Meta and Google. This summons is due to their failure to implement Government Regulation No. 17 of 2025 on the Governance of Electronic System Operators in Child Protection, or PP Tunas, which officially took effect on 28 March. “There are two business entities that are not complying with the law, namely Meta, which oversees Facebook, Instagram, and Threads, and Google, which oversees YouTube. Both have violated the applicable law in Indonesia, namely Minister Regulation No. 9 of 2026 as a derivative of PP Tunas,” said Meutya in an official statement received by KompasTekno on Tuesday (31/3/2026). Meutya explained that the summons to Meta and Google is a form of administrative sanction enforcement in accordance with prevailing provisions. In addition, Komdigi has issued warning letters to TikTok and Roblox, as they are considered not yet fully compliant with the rules, although they have made efforts or shown cooperation. TikTok and Roblox currently hold partial cooperative status, meaning they have expressed commitment but have not fully implemented it. “If these two platforms subsequently do not demonstrate full compliance, the government will also adjust by issuing summons to those two platforms,” said Meutya. To date, only two platforms have fully implemented PP Tunas, namely X/Twitter and Bigo Live. In a press conference on 27 March, Meutya stated that platform X/Twitter has reportedly aligned its community guidelines by changing the minimum user age limit to 16 years old since 17 March. Meanwhile, Bigo Live has taken more comprehensive steps. This platform has raised its user age limit to 18+ in the user agreement (user content) and privacy policy sections. Bigo Live has even written to the App Store (Apple) to raise its app rating classification from age 13 to 18+. To ensure no underage users slip through, they have implemented a layered moderation system combining artificial intelligence (AI) technology and human verification. “We will focus on collaborating with platforms that have the intention to respect Indonesia, not only as a digital market but also committed to legislation and legal products in Indonesia for child protection, the path chosen by the country, namely delaying until the child is ready,” explained Meutya. Therefore, this regulation is made as an effort to protect children’s rights and combat online addiction.
