The Ministry of Communication and Digital (Komdigi) has revealed the contents of draft Presidential Regulations (Perpres) concerning the use of artificial intelligence (AI). Komdigi states that two draft Perpres have already been prepared.

“Komdigi this year, in 2026, has completed the draft presidential regulations I mentioned earlier. There are two draft presidential regulations: the first on the roadmap and the second on ethics. Both draft Presidential Regulations are targeted to be issued soon, as our Minister has submitted them to the President,” said Irma Handayani, Head of the AI Roadmap, Ethics, Governance, and Supervision Regulation Team at Komdigi, during a public dialogue ‘Legal Challenges in the Artificial Intelligence Era’ in the Kemang area, South Jakarta, on Tuesday (7/4/2026).

Irma explained the contents of the draft Perpres on the AI usage roadmap. According to her, this roadmap will make AI usage more strategic.

“This roadmap is a document that will provide direction and guidance for the strategic development of the artificial intelligence ecosystem. So, this AI ecosystem is not just about ethics and regulation; we also encourage aspects such as infrastructure, talent, research, and financing,” she said.

According to Irma, AI can enhance a country’s technological sovereignty. AI is also said to support economic growth.

“Then, we want to increase economic and technological sovereignty, and support economic growth. As mentioned earlier, research by several analysts shows that artificial intelligence can boost economic growth,” she said.

Irma explained the draft Perpres on AI usage ethics. The government hopes to keep AI usage more beneficial.

“For ethics, we want to safeguard and provide boundaries in development, implementation, and utilisation. So, we truly want this ethics to cover the entire cycle of artificial intelligence,” she said.

Irma then explained the parties that will be guided by these Perpres. She mentioned that users, developers, and AI data providers will be regulated under these Perpres.

“Here, we divide them into users, sector actors, and ministries/institutions. The sector actors themselves consist of data providers, developers, AI implementers, and system providers,” she said.

Previously, Minister of Komdigi Meutya Hafid stated that the government is preparing regulations related to AI usage. These regulations will also govern AI use in mass media amid information disruptions.

“This Perpres is awaiting at the Ministry of Law (Kemenkum). Hopefully, it will be signed soon to serve as the basis for ministries/institutions to issue ministerial regulations (permen) to regulate AI,” Meutya said in a speech at the National Mass Media Convention on National Press Day in Serang City, on Sunday (8/2).
