The government has prohibited operators from expiring the remaining internet quota of users that has already been paid for. This regulation is stipulated in the Circular Letter of the Minister of Communication and Digital Number 4 of 2026 concerning the Obligation to Fulfill Service Options and Protection of Remaining Quota, issued on 28 August 2026.

Responding to the circular from Komdigi, mobile operators have spoken out. One of them, XLSMART, confirmed that they have received the official document.

“XLSMART has received the Circular Letter of the Minister of Communication and Disital Number 4 of 2026,” said Group Head of Corporate Communications & Sustainability, Reza Mirza, in a statement received by CNBC Indonesia on Tuesday (1/9/2026).

However, given that this circular applies to all mobile network providers, responses and technical coordination regarding its implementation will be conveyed through the Indonesian Mobile Telecommunications Provider Association (ATSI) as the official industry forum.

Meanwhile, two other mobile operators, namely Telkomsel and Indosat Ooredoo Hutchison (IOH), have not yet provided a response.

The circular strictly prohibits any additional costs for customers in order to maintain their remaining quota.

Furthermore, Komdigi requires operators to provide service options for customers to determine the mechanism that best suits their needs. These options include quota accumulation, non-accumulation of quota, extension of active periods, transfer of benefits, compensation, refunds, or other forms of protection that do not disadvantage the customer.

Operators are also required to educate and provide transparent information to customers regarding pricing, quota volume, validity periods, usage segmentation, fair usage policies, service end dates, and the treatment of remaining quota.

This information must be presented simply, clearly, and in an easy-to-understand manner so that customers are aware of their rights and the options available to them.

Komdigi has set a deadline of 28 September 2026 for operators to submit reports on the fulfilment of these obligations, followed by periodic reports on the progress of the regulation’s implementation every month.

This circular is a follow-up to the Constitutional Court (MK) Decision Number 23/PUU-XXIII/2025 dated 23 July 2026, which established that customers have the right to continue using their remaining quota until it is exhausted without being charged additional fees.
