Komdigi Proposes One Data Policy Without Opening Access to Personal Data

The Ministry of Communication and Digital Affairs (Komdigi) has proposed the substance for the drafting of the One Data Indonesia Bill. Deputy Minister of Communication and Digital Affairs Nezar Patria proposed that the public and village officials need easier access to data. “However, personal data protection must still be maintained,” Nezar said during a meeting between the House of Representatives’ Legislation Body (Baleg) and several ministries on the drafting of the One Data Indonesia Bill at the DPR, Jakarta, Thursday, 9 July 2026. Nezar encouraged data transparency. However, transparency is only for public information and aggregate data. Transparency does not apply to personal and sensitive data. “It must remain protected.” Komdigi also suggested strengthening cyber security within this one data policy plan. This strengthening needs to be done in cooperation with the National Cyber and Crypto Agency. Komdigi supports the one data policy. The reason is that several ministries have their own data applications. The problem is that these applications are not connected and operate independently. Moreover, he said, the data is not always consistent. This situation affects the direction of decision-making. “The government finds it difficult to search for the latest data and public references,” he said. Chairman of the Legislation Body (Baleg) of the DPR RI, Bob Hasan, previously stressed that the One Data Indonesia Bill is being drafted to realise integrated, accurate, and valid data governance as a basis for development planning. “Essentially, the One Data Indonesia Law is so that data is not fragmented, but will then find one accurate, valid matter for the purpose of planning,” said Bob when opening the Working Committee meeting on the Drafting of the One Data Indonesia Bill at the Nusantara I Building, DPR RI, Senayan, Jakarta, Wednesday, 3 June 2026. Bob explained that the discussion of the One Data Indonesia Bill has entered Chapter XIII concerning dispute resolution. Previously, the Working Committee had discussed a number of materials, ranging from public participation, supervision, evaluation and accountability, to funding and incentives. The discussion also covered mechanisms for data sharing between agencies, interoperability, as well as data access and transfer.
