Komdigi Proposes One Data Policy Without Opening Access to Personal Data

The Ministry of Communication and Digital Affairs (Komdigi) has proposed substantive input for the drafting of the bill on One Indonesian Data. Deputy Minister of Communication and Digital Affairs Nezar Patria proposed that the public and village administrations should be given easier access to data.

“But personal data protection must still be safeguarded,” said Nezar at a meeting between the DPR’s Legislative Body and several ministries on the drafting of the One Indonesian Data Bill at the DPR building in Jakarta on Thursday, 9 July 2026.

Nezar pushed for data transparency. However, transparency would apply only to public information and aggregate data. It would not cover personal data and sensitive data. “These must remain protected.”

Komdigi also suggested strengthening cybersecurity within the one data policy plan. Such strengthening would require cooperation with the National Cyber and Crypto Agency (BSSN).

Komdigi supports the one data policy. Its reasoning is that several ministries have their own data applications. The problem is that these applications are not connected and operate independently of one another.

Moreover, he said, the data is not always consistent. This situation affects the direction of decision-making. “The government struggles to find the most recent data and a public reference point,” he said.

Bob Hasan, Chair of the Legislative Body (Baleg) of the DPR, previously emphasised that the One Indonesian Data Bill is being drafted to realise integrated, accurate and valid data governance as the basis for development planning.

“Fundamentally, the One Indonesian Data Law is meant to ensure that data is no longer fragmented, but instead converges into one accurate, valid source for the purpose of planning,” Bob said when opening the Working Committee meeting on the drafting of the One Indonesian Data Bill at the Nusantara I Building, DPR RI, Senayan, Jakarta, on Wednesday, 3 June 2026.

Bob explained that deliberation of the One Indonesian Data Bill has reached Chapter XIII on dispute resolution. Previously, the Working Committee had discussed a range of material, from public participation, oversight, evaluation and accountability, to funding and the provision of incentives. Deliberations have also covered mechanisms for data sharing between agencies, interoperability, as well as data access and transfer.
