Komdigi, Police and Transport Ministry Get Highest Non-Tax Revenue Targets in 2027
A number of ministries and agencies have been given high targets for non-tax state revenue (PNBP) deposits in 2027. In the Financial Note and Draft State Budget (RAPBN) for the 2027 fiscal year, there are six major ministries and agencies whose PNBP targets account for 54.5% of the total PNBP target of Rp113.96 trillion. The institutions expected to make the largest contribution in 2027 are the Ministry of Communication and Digital (Komdigi), the Indonesian National Police (Polri), the Ministry of Transportation (Kemenhub), the Ministry of Immigration and Corrections (Kemenimipas), the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), and the Ministry of Law.
Komdigi has the largest PNBP target at Rp23.5 trillion, up 6.5% from the 2026 outlook of Rp22 trillion. This growth is mainly due to additional revenue from the auction of the 700 MHz and 2.6 GHz frequency bands. Policies to optimise other PNBP from Komdigi include improving service quality through the development of Palapa Ring services using a sandbox policy as a limited pilot project to optimise connectivity benefits for the public, especially in frontier, outermost and disadvantaged (3T) regions; accelerating and simplifying radio station licence (ISR) services and certification of telecommunications equipment; supervising and controlling telecommunications and broadcasting commitments to support cheap internet programmes and digital broadcasting services; and using electronic certificates to support the Electronic-Based Government System (SPBE) and certain public services. Policy and governance improvements include periodic evaluation of tariff policies, refinement of database management and integration, education and evaluation of Indonesian domain name managers, strengthening institutional quality and competitiveness through accreditation improvements at the Multi Media College (STMM), and increasing legal certainty in child protection in the digital space through supervision and control of electronic system operators’ compliance with Government Regulation on Governance and Child Protection in the Digital Space (PP TUNAS).
For Polri, the 2027 PNBP target is Rp12.93 trillion, growing 29.7% from the 2026 outlook of Rp10 trillion, marking the first increase since 2024 when the target remained at Rp10 trillion. This growth is largely derived from traffic function services such as STNK, BPKB, TNKB, SIM and others, influenced by public purchasing power, service improvements and digitalisation. Policies to optimise other PNBP from Polri include digitalising police service systems such as SKCK, SIM, STNK, STCK, BPKB, TNKB, selected NRKB and TCKB using the Electronic Registration and Identification (ERI) database; optimising registration and identification services closer to the public such as SIM outlets, mobile services, Samsat corners and delivery services; and supporting public protection through the development of Regional Traffic Management Centres (RTMC), Traffic Management Centres (TMC) and smart cities. Policy and governance improvements include supporting law enforcement through the development of the Electronic Traffic Law Enforcement (ETLE) system and strengthening the Security Management System for national vital objects and certain objects as well as commercial crowd security.
The Ministry of Transportation’s other PNBP target in the 2027 RAPBN is Rp10.7 trillion, growing 9.1% from the 2026 outlook of Rp9.8 trillion. The increase is due to higher service volumes for port services, aviation navigation and shipping telecommunications, as well as increased revenue from the use of railway infrastructure. Policies to optimise other PNBP from the Ministry of Transportation include improving transport safety and security, service quality and service diversification through the provision of safe, affordable and sustainable transport services, especially in frontier, remote, outermost and border (3TP) regions; optimising the use of state property through lease schemes, utilisation cooperation and public-private partnerships on transport assets efficiently, transparently and accountably; improving governance, regulation and supervision of PNBP through adaptive tariff regulation adjustments, optimisation of receivables settlement and increased PNBP supervision to ensure accountability and compliance of payers; and digital transformation and integration of PNBP service systems through simplification of information systems into one integrated application platform and preparation for the implementation of a single billing system, including through the development of Inaportnet to support service integration for smooth distribution flows and national development.
The Ministry of Immigration and Corrections’ other PNBP target in the 2027 RAPBN is Rp9.63 trillion, an increase of 6.5% from the previous year.
