Komdigi Explains Which Content Is Subject to the Four-Hour Takedown Rule
Jakarta, CNBC Indonesia — The Ministry of Communication and Digital Affairs (Komdigi) has addressed a provision requiring content containing disinformation and hate speech to be taken down within four hours, as set out in Komdigi Ministerial Decree No. 127/2026.
Farida Dewi Maharani, acting head of Komdigi’s Public Relations Bureau, said the decree does not result in content being removed automatically and that specific criteria apply. The procedures are also set out in Ministerial Decree No. 128/2026.
“People should not read Ministerial Decree No. 127/2026 in isolation. It needs to be read holistically. There is also Decree No. 128. Content is not taken down automatically; there are criteria. Those criteria, and the mechanisms involved, are set out in several procedures,” Dewi said on Thursday (29 October 2026).
Sanctions for platforms that fail to comply are covered by Minister of Communication and Informatics Decree No. 522 of 2024. They are imposed through the Content Moderation Compliance System (SAMAN).
Komdigi Ministerial Decree No. 127/2026 requires platforms to block access to content containing disinformation or hate speech within four hours of receiving an access-blocking order.
“Private-scope Electronic System Operators providing User-Generated Content must comply with the Minister’s order to block access to Electronic Information and/or Documents containing disinformation and/or hate speech as referred to in the FIRST clause, where the matter is urgent and must be dealt with as soon as possible without delay, and no later than four (4) hours after receiving the access-blocking order,” the second clause of the decree states.
The third clause says platform compliance in handling disinformation and hate speech is monitored through SAMAN.
The four-hour takedown requirement in the decree recently drew attention on social media. Users shared the text of the provision and expressed concern about content being removed within that timeframe.
