Komdigi Awaits Good Faith from YouTube and Roblox on PP TUNAS Compliance

The Ministry of Communication and Digital (Komdigi) has stated that two social media platforms have yet to comply with access restrictions for users under 16 years old. The platforms in question are YouTube and Roblox.

Other platforms, such as TikTok, Facebook, X, Bigo Live, Threads, and Instagram, have been declared compliant with the provisions in the implementing regulations of PP TUNAS. PP TUNAS is Government Regulation No. 17 of 2025 on the Governance of Electronic System Operators in Child Protection.

“We note the good faith and are confident that Roblox and YouTube will continue to make improvements until they are fully compliant with the PP TUNAS policy,” said Komdigi Minister Meutya Hafid during a press conference at her office on Tuesday, 14 April 2026.

She explained that her ministry has issued a first warning to YouTube regarding this uncooperative stance. Informal communications have also been conducted with this Alphabet Inc. subsidiary.

From those informal communications, Meutya said, YouTube has made limited changes. “A slight change in its display to perhaps 16 years,” she stated.

Regarding Roblox, Meutya said that on Monday night US time, the platform stated it had made setting adjustments for users worldwide.

Roblox, Meutya added, has introduced new features to ensure compliance with the social media ban. However, these setting adjustments are deemed not yet to meet PP TUNAS requirements. “We assess that this does not yet constitute compliance with PP TUNAS,” said the Golkar Party politician.

On 6 March, the government announced that the implementation of the PP TUNAS policy regarding the deactivation of social media and digital platform accounts for children under 16 would begin in phases on 28 March 2026.

The social media and digital platforms in question include YouTube, TikTok, Facebook, Instagram, Threads, X, Bigo Live, and Roblox.

Meutya Hafid stated that this policy is enforced as an effort to protect children from threats such as exposure to pornography, cyberbullying, scams, and addiction.
