Komdigi Awaits AI Roadmap and Presidential Regulation on Ethics
The Ministry of Communication and Digital (Komdigi) is awaiting the establishment of the Artificial Intelligence (AI) Roadmap and the Presidential Regulation (Perpres) on AI Ethics and Governance by President Prabowo Subianto.
Erwin Hidayat Abdullah, Director General of Digital Ecosystems at Komdigi, explained that the roadmap is designed as a set of guiding principles for ministries and agencies in applying AI across various strategic sectors, such as transport, health, education and finance. Meanwhile, the Presidential Regulation on AI Ethics is prioritised to ensure the responsible use of the technology.
“It will be signed by the President shortly,” said Erwin at a public discussion titled ‘AI and Religion Meeting Space: Towards the Future of Religious Life in the AI Era’, held at the PKB Executive Board office in Central Jakarta on Wednesday, 15 July 2026.
On the same occasion, Aju Widya Sari, Director of AI and New Technology Ecosystems at Komdigi, added that the draft provides direction for Indonesia’s AI ecosystem through to 2029. According to her, the enormous economic potential of AI needs to be aligned with the government’s vision and mission.
To support the national AI ecosystem, Komdigi is pushing for strengthened regulation and investment, as well as the establishment of three main pillars:
Human Resources (Talent) Pillar
Research and Innovation Pillar
AI Infrastructure and Capability Pillar
“Without investment and financing, we cannot build strength in our own country. Without these pillars, we will only be AI users,” said Aju.
She also emphasised the importance of ethics and protection in the use of AI, including limits on what may and may not be done, for both users and industry players. “The greater the risk of AI use, the greater the responsibility of all actors involved, including Komdigi,” she added.
A Long Process in Drafting the AI Documents
Previously, the Minister of Communication and Digital, Meutya Hafid, stated that the ministry had completed the White Book on the National Artificial Intelligence Roadmap. The guiding document was drafted collaboratively by 443 practitioners from government, academia, industry, communities and the media.
“Ethical and policy readiness is the key to ensuring that AI development and use are carried out responsibly and transparently, while upholding the values of humanity and fairness,” said Meutya in the AI White Book dated 11 August 2025.
Meutya said the initial draft of the AI Presidential Regulation had been submitted to the Ministry of State Secretariat so that the legal umbrella could be issued promptly. Deputy Minister of Communication and Digital, Nezar Patria, added that the draft focuses on the fundamental principles of technology adoption, the rules of engagement, and risk vigilance aspects.
