Kombes Norul Hidayat Receives Hoegeng Awards 2026 for Integrity in Policing
The Head of the Bangka Belitung Regional Police Education and Training School (SPN), Kombes Norul Hidayat, has won the Hoegeng Awards 2026 in the ‘Police with Integrity’ category. He has demonstrated discipline and firmness in eradicating illegal levies (pungli) within his ranks while emphasising moral values for SPN students.
The peak ceremony of the Hoegeng Awards 2026 was held at The Tribrata Darmawangsa, South Jakarta, on Friday (31/07/2026). The event was attended by the Chief of the Indonesian National Police, General Listyo Sigit Prabowo, and the Chairman of CT Corp, Chairul Tanjung, alongside various ministers and leaders of state institutions.
The award for the Integrity category was announced by Alissa Qotrunnada Wahid, a member of the Hoegeng Awards Expert Board and National Director of the GUSDURian Indonesia Network. The trophy for Kombes Norul Hidayat was presented by General Listyo Sigit Prabowo, alongside Chairul Tanjung and the Chairman of the Corruption Eradication Commission (KPK), Setyo Budiyanto.
The announcement marks the conclusion of a long selection process that began early this year. The selection involved a five-member Expert Board comprising Alissa Qotrunnada Wahid (Gusdurian Indonesia), Putu Elvina (National Commission on Human Rights), Dr. Mas Achmad Santosa (former Acting KPK Leader), Gufron Mabruri (National Police Commission), and Dr. Habiburokhman (Chairman of Commission III of the House of Representatives).
Kombes Norul Hidayat has served as the Head of SPN Polda Bangka Belitung since late 2023. He is regarded as a leader who upholds discipline, firmness, and integrity. Members of the SPN, parents of students, and civilians alike have noted his emphasis on eradicating illegal levies, ensuring budget transparency, maintaining administrative order, and enforcing regulations within the educational environment. He reportedly rejects all forms of gratifications from students or other parties, urging personnel to uphold the institution’s dignity and take strict action against violations.
Furthermore, Kombes Norul is known for his simplicity. Despite his high rank, he avoids a luxurious lifestyle. During his leadership, he has been recognised for avoiding high-cost activities and prioritising budget savings and efficiency. His modesty is also evident in his daily life, such as when he is seen gardening at the SPN Polda Babel; indeed, upon his initial arrival at the school, some students initially mistook him for a gardener.
