Kombes Norul Hidayat: An Exemplary Officer of Integrity at the Police School

The Head of the Police State School (SPN) of the Bangka Belitung Regional Police, Police Commissioner (Kombes) Norul Hidayat, has received the 2026 Hoegeng Integrity Police Award. Kombes Norul was recognised for maintaining high integrity and living a life of simplicity.

The 2026 Hoegeng Awards ceremony was held at The Tribrata Darmawangsa, South Jakarta, on Friday (31/7/2026). The event was attended by the Chief of the Indonesian National Police, General Listyo Sigit Prabowo, and the Chairman of CT Corp, Chairul Tanjung, alongside various ministers and leaders of state institutions.

The award for the Integrity Police category was announced by the Hoegeng Awards 2026 Expert Board, specifically by Alissa Qotrunnada Wahid, National Director of the GUSDURian Indonesia Network. The trophy was presented to Kombes Norul Hidayat by General Listyo Sigit Prabowo, alongside Chairul Tanjung and the Chairman of the KPK, Setyo Budiyanto.

The selection process involved a five-member Expert Board comprising representatives from various sectors of society, including Alissa Qotrunnada Wahid, Komnas HAM Vice Chair Putu Elvina, former KPK Acting Leader Dr Mas Achmad Santosa, Kompolnas member Gufron Mabruri, and the Chairman of Commission III of the DPR, Dr Habiburogan.

Stories of Kombes Norul Hidayat’s integrity and simplicity come from both his subordinates at SPN Babel and the local community. Ipda Oktario Wibowo, an officer at SPN Polda Babel, noted that Kombes Norul strictly instructs his staff to avoid any form of illegal levies (pungli). “As long as I have served as Administrative Officer at the SPN, to my knowledge, he has never engaged in or even attempted any form of illegal levies or misappropriation of funds,” said Ipda Oktario.

According to Ipda Oktario, Kombes Norul is an officer who strictly adheres to regulations, emphasising discipline and the avoidance of rule-breaking. He recalled being warned by the Commissioner: “He warned us… ‘Do not allow yourselves to act as intermediaries for me regarding any gifts, whether in the form of money or anything else, from trainees to me.’”

Beyond his professional integrity, Kombes Norul is noted for his modest lifestyle. Ipda Oktario mentioned that the Commissioner relies on official vehicles for transport and does not possess a private car. In his spare time, he enjoys farming and livestock, utilising vacant land at the SPEN Bangka Belitung. He is known to work in the garden personally, often wearing simple attire such as a T-shirt and boots, which once led trainees to mistake him for a gardener.

As the Head of SPN Babel, Kombes Norul emphasises integrity, punctuality, and dignity for both instructors and students. He also promotes religious discipline, particularly encouraging Muslim students to perform their five daily prayers. Furthermore, Aipda Budi Oktorindo, an officer at the SPN, praised the Commissioner’s commitment to efficiency, noting that during his leadership, large-scale, expensive ceremonies were avoided in favour of budget economy and transparency in fund distribution.
