KND to Oversee Implementation of PP 31/2026 to Secure Disability Rights

The National Commission on Disability (KND) is urging the public to oversee the implementation of Government Regulation (PP) Number 31/2026 concerning concessions for persons with disabilities and incentives for companies, which has been officially ratified by the government. KND Commissioner Jona Aman Damanik, speaking at the Ministry of Social Affairs in Jakarta on Thursday, stressed that the regulation is the result of a long journey of continuous synergy between the government and disability organisations, but its implementation requires public support. “The work is not finished. We have a target of a maximum of two years to oversee the derivative regulations together,” he said. Jona expressed appreciation to all disability organisations that consistently provided input, aspirations, and constructive criticism to realise a regulation that supports equality. “We are grateful, this is a long struggle. For at least the last three years, the KND has been recalling discussions with colleagues at the Ministry of Finance as the leading sector for this PP to resume talks,” he said. The regulation stipulates a minimum 20 per cent price reduction across nine main sectors: education, transportation, health, assistive devices, housing and utilities, employment, entrepreneurship, tourism and culture, and sports. The scope of these sectors includes reductions in education fees from primary to tertiary levels, land, sea, and air transport fares, toll and parking fees, non-subsidised fuel costs, non-JKN/BPJS health services, provision of physical aids and software, and adjustments to utility tariffs such as electricity, water, and internet. Concessions also apply to job training and competency certification fees, small business licensing and rental costs, tourist attraction and cultural heritage entry tickets, and the use of sports facilities and infrastructure. Minister of Social Affairs Saifullah added that to access these concession rights, the government has issued a Disability Card (KPD) based on the National Socio-Economic Single Data (DTSEN). Out of nearly 15 million persons with disabilities registered in DTSEN, the ministry has verified and issued KPDs to more than 4 million individuals as of Thursday, 30 July 2026. “We are targeting that more than 50 per cent will be covered this year, and hopefully 100 per cent of persons with disabilities will have received their KPD next year,” said Minister Saifullah Yusuf. He confirmed that during the transition period, persons with disabilities can still use previous disability certificates or supporting documents.
