KND to Oversee Implementation of PP 31/2026 to Secure Disability Rights
Jakarta (ANTARA) - The National Disability Commission (KND) is inviting the public to help monitor the implementation of Government Regulation (GR) No. 31/2026 on concessions for persons with disabilities and incentives for companies, which has just been officially enacted by the government.
KND Commissioner Jona Aman Damanik, met at the Ministry of Social Affairs (Kemensos) office in Jakarta on Thursday, stressed that GR 31/2026 is the result of a long journey of sustained synergy between the government and organisations of persons with disabilities, but this must not stop here, as its implementation also requires public support.
“The work is not yet finished; we have a target of a maximum of two years for us to jointly monitor the implementing regulations,” he said.
Jona expressed appreciation to all organisations of persons with disabilities who consistently provided input, aspirations and constructive criticism in order to create regulation that sides with equality.
“We are grateful; this has been a long struggle. At least over the past three years, KND initiated a recall with our colleagues at the Ministry of Finance as the leading sector of this regulation to resume discussions,” he said.
The regulation provides, among other things, for price or fee reductions of at least 20 percent in nine main sectors: education, transport, health, assistive devices, housing and utilities, employment, entrepreneurship, tourism and culture, as well as sports.
The scope of the nine sectors includes fee reductions for education from primary through to higher education, land, sea and air transport fares, tolls, parking, and non-subsidised fuel, non-JKN/BPJS health services, the provision of physical assistive devices and software, and adjustments to utility tariffs such as electricity, water and internet.
In addition, concessions apply to vocational training and competency certification, SME licensing and business rental fees, tickets for tourist destinations and heritage sites, and the use of sports facilities.
Minister of Social Affairs Saifullah Yusuf added that to access these concession rights, the government is issuing Disability Cards (KPD) based on the National Socio-Economic Single Data (DTSEN).
Of nearly 15 million persons with disabilities registered in DTSEN, Kemensos has verified and issued KPDs for more than 4 million people as of Thursday, 30 July 2026.
“We are targeting more than 50 percent this year, and hopefully next year 100 percent of all persons with disabilities will have received a KPD,” said Minister Saifullah Yusuf.
He assured that during the transition period, persons with disabilities may continue to use disability certification letters or previous supporting documents.
