Klungkung DPRD Tightens Oversight After 11th Consecutive Unqualified Audit Opinion
The Klungkung Regency Legislative Council (DPRD) has committed to strengthening its oversight function following the regency government’s success in maintaining an Unqualified Opinion (WTP) from the Audit Board of Indonesia (BPK) for 11 consecutive years. This achievement is viewed not merely as an administrative accolade, but as a manifestation of a strong commitment to maintaining regional financial governance. DPRD Chairman Anak Agung Gde Anom asserted that this positive record must serve as a crucial momentum for the council to tighten its supervisory role. He stressed that oversight of the planning, execution, and accountability of the Regional Revenue and Expenditure Budget (APBD) must not slacken despite having repeatedly attained the highest predicate from the BPK. “The WTP opinion is an important achievement, but it is not the ultimate goal. For the DPRD, WTP must be the foundation to strengthen supervision so that every rupiah of the regional budget is used precisely on target, in an orderly administrative manner, and in accordance with statutory regulations,” said Gung Anom. He explained that maintaining the WTP predicate for over a decade is a formidable challenge requiring high consistency. He highlighted several crucial points that will be the DPRD’s focus going forward, particularly regarding the management of regional assets and administrative compliance. As a concrete step, the Klungkung DPRD, through its commissions and Budget Committee, will be more proactive in monitoring the performance of regional apparatus. Evaluations of budget absorption and in-depth reviews of priority programmes will be conducted periodically to ensure the effectiveness of regional spending. The chairman also assured that the DPRD will remain critical yet constructive. Strict oversight is conducted not to hinder government operations, but to close loopholes for regulatory violations that could be detrimental to the region. “We want this WTP to be in line with the quality of public services and development outcomes on the ground. The DPRD will continue to strengthen its oversight, budgeting, and legislative functions so that governance in Klungkung Regency improves from year to year,” he concluded.
