KLH: Government to Halt Open Dumping at 472 Landfills from July 2026
REPUBLIKA.CO.ID, JAKARTA — The government will halt the practice of open dumping at all final disposal sites (TPA) by the end of July 2026 as part of efforts to accelerate national waste management.
Deputy Minister of Environment/Deputy Head of the Environment Control Agency (KLH/BPLH) Diaz Hendropriyono stated that the policy will impact 472 TPAs in various regions that have so far employed open dumping systems.
“We will close the open dumping practice by the end of July, so that in August the 472 existing TPAs will be resolved,” Diaz said when met at the North Jakarta 100% Waste Sorting Declaration event at the Rorotan RDF facility, North Jakarta.
Diaz explained that halting the practice is expected to increase the national waste management achievement, which currently stands at around 26%.
According to him, with the closure of the open dumping system, the government targets a waste management rate of 57.7%. This target is part of efforts to achieve 100% waste management by 2029.
In addition, the government is emphasising the importance of waste sorting at the source as the primary step in improving the national waste management system.
“Without sorting from upstream, waste management cannot be properly resolved,” Diaz said.
He added that waste sorting allows only low-value residue to enter TPAs or processing facilities like refuse derived fuel (RDF), thereby reducing the environmental burden while increasing transportation efficiency.
As an example of implementation, Rorotan Ward in Cilincing Subdistrict, North Jakarta, has been running a waste sorting programme through waste banks and the use of household sorting bins.
Diaz appreciated the community participation in the area, which he assessed as capable of serving as a model for other regions in source-based waste management.
“Hopefully, Rorotan can become an example for other wards so that everyone can sort waste properly,” he said.
To support the programme, KLH/BPLH has distributed various aids to the Rorotan community, including 400 drop points, 12,000 waste sorting buckets, and 650 kitchen waste lodong units.
