In contrast to his stance towards the US, Kim Jong Un has effectively ruled out any possibility of reconciliation with his neighbor, South Korea. He stated that he would “permanently exclude” Seoul as part of the same nation.

This move reinforces the 2024 amendment to North Korea’s constitution, which for the first time defines South Korea as an “enemy state.” Kim even described recent peace efforts by Seoul as deceptive.

“North Korea has absolutely no dealings with South Korea, our most hostile entity,” Kim said.

The softening of Kim’s stance towards the US comes amid efforts by US President Donald Trump to engage with North Korea. During his Asia tour last year, Trump expressed his willingness to meet with Kim again.
