A Russian-based drug trafficking syndicate quietly established a clandestine narcotics laboratory in a villa in Gianyar, Bali. Kilogram-scale quantities of mephedrone, also known as a ‘party drug’, were seized by authorities at the site.

The network was uncovered by a joint team of the National Narcotics Agency (BNN) in collaboration with Customs, Immigration, and the Bali Regional Police. Two Russian nationals were arrested in the operation: a woman identified by the initials NT alias KK and a man identified by the initials ST.

In the operation, authorities seized almost 8 kilograms of the ‘party drug’. In addition, a quantity of precursors was also seized.

BNN chief General Commissioner Suyudi Ario Seto said the disclosure was the result of intensive investigations since January 2026. The joint team carried out the crackdown on Thursday, 5 March 2026, at Villa Lavana De’Bale Marcapada, Blahbatuh, Gianyar.

“In the operation, officers secured two suspects who were Russian nationals, namely NT alias KK and ST,” Suyudi said in a statement on Saturday (7/3).

Operating from a Villa

General Commissioner Suyudi said the case was uncovered after an in-depth investigation on Thursday (5/3). Officers subsequently raided the villa used by the syndicate to operate.

The syndicate, controlled by an international network, ran its modus operandi in a fairly orderly fashion by renting several villas to mask its illegal activities.

“In carrying out their actions, the perpetrators employed a modus operandi of renting several villas to conceal their activities,” Suyudi said.

From investigations, it was found that the first suspect, identified by the initials KS, rented Villa Hill Stone, Uluwatu, for one month. However, that villa was used only as an address to receive shipments of materials and equipment for the clandestine lab from a marketplace.

Boss of the Network DPO

After renting the villa, the suspect KS—who was the network’s boss—left Indonesia until another actor identified as NT arrived, using a fake identity in the name KS.

“The suspect KS is a Russian national and is currently listed as a wanted person (DPO),” he added.

After one month, NT rented another place, Villa Rena’s Kubu and Lavana, which were subsequently used as reception points for packages. The villa was occupied by another suspect identified as ST for two months.

“After the packages of materials and equipment were received by ST, the items were handed over to NT via a dead drop or contact-and-collect system to be gathered at Villa Lavana.

Midnight to Morning Operation

Suyudi revealed that the network operated quietly, starting production at around midnight until the morning.

“Production took place from about 23:00 WITA to 04:00 WITA. At Villa Lavana, the actor NT did not reside permanently for production; instead, they rented other villas, Villa Tetamian and Sekar Homestay, for rest,” he said.

The suspect NT, who worked as a cook, was paid by KS in instalments, namely Rp 30 million, Rp 45 million, and Rp 19 million. The money was handed over in a layered manner through a money changer.

“The rupiah money was delivered directly to NT via a money changer courier. The money changer operator received rubles (the Russian currency) from KS,” he said.

BNN also indicated forged passports by NT and ST. The BNN team coordinated with immigration on this matter.

List of Evidence

In the operation, authorities seized several pieces of evidence, including solid mephedrone weighing about 644 grams and liquid mephedrone weighing 7,250 millilitres, giving a total gross weight of 7,894 grams (7.8 kg).

In addition to finished narcotics, investigators found various precursors or solid raw materials totaling 2,600 grams (2.6 kg) and liquids totaling 219,780 millilitres (219.7 kg) believed to be used to manufacture mephedrone. The materials were found at the villas and in the car.

Also found were several liquid precursors. Various clandestine lab production tools such as digital scales, fruit dryer, respirator masks, filter paper, Erlenmeyer flasks, pans, syringes, jerry cans, and a magnetic stirrer.

“The laboratory team conducted rapid tests on the materials found and confirmed positive for the narcotic category I substance mephedrone,” he said.

Effects of the party drug

Suyudi stated that mephedrone is a Schedule I narcotic in the synthetic cathinone group. The substance has strong stimulant and hallucinogenic effects, often referred to as a designer drug or party drug. Use of this substance can cause dangerous effects such as increased heart rate, hallucinations, aggressive behaviour, nervous system damage, and the risk of death from overdose.

“The fact that another laboratory has been found in Bali and run by foreign nationals shows that Indonesia remains a target market and production base for international networks. This disclosure represents the commitment of Indonesia’s BNN to protecting the public through upstream enforcement (preventive strike),” he said.

For their actions, the suspects are charged under Article 114(2) of Law No. 35 of 2009 on Narcotics in conjunction with Law No. 1 of 2023 on the Indonesian Penal Code, carrying penalties of the death penalty, life imprisonment, or a maximum of 20 years in prison. From this operation, the BNN says it saved more than 31,576 lives from potential drug abuse.
