Khofifah: TNI AD's Community Service Programme to Accelerate Equitable Development in Madura
Surabaya - East Java Governor Khofifah Indar Parawansa is optimistic that the implementation of the Indonesian National Army Army (TNI AD) 2026 Large-Scale Community Service on Madura Island will accelerate equitable development and improve community welfare through cross-sector synergy.
“This is an extraordinary initiative from the TNI AD Large-Scale Community Service for Madura. It will establish a format for building synergy, collaboration, and mutual cooperation across all lines, levels, and elements. My thanks to the Regional Military Commander and the entire ranks,” said Khofifah during the opening of the TNI Army Service for the People 2026 at Bangkalan Square on Monday.
Khofifah stated that the selection of Madura Island as the location for this programme aims to accelerate the development of an area that still faces challenges in infrastructure, housing, basic services, and community welfare.
“God willing, the multiplier effect will be very significant for accelerating development while simultaneously driving community prosperity on Madura Island,” she said.
She emphasised that accelerating Madura’s development requires collaboration between the government, the TNI, the Indonesian National Police (Polri), the business sector, academics, community organisations, volunteers, and the public to ensure that development results are faster, more equitable, and sustainable.
The 2026 Large-Scale Community Service programme includes the construction of 33 bridges, 52 boreholes, 20 places of worship, the renovation of 400 uninhabitable houses (RTLH) including sanitation facilities, the construction of 20 schools, and four orphanages.
In addition to physical construction, the activities also encompass cataract and cleft lip surgeries, mass circumcisions, blood donations, health services, environmental initiatives, the provision of irrigation machinery, the planting of 2,000 trembesi trees, as well as the distribution of prosthetic legs and wheelchairs to the community.
“There are physical programmes, as well as social and humanitarian programmes. All of these are needed by the community and will certainly have a direct impact on them,” she said.
Khofifah explained that the East Java Provincial Government, together with Kodam V/Brawijaya, has been conducting the RTLH renovation programme since 2009.
Up to 2025, 154,399 units of uninhabitable houses have been renovated with a total budget of over Rp1.24 trillion, alongside the construction of 2,062 family latrines since 2019.
In 2026, the East Java Provincial Government has allocated funds for the renovation of 1,700 RTLH units across 18 Military District Commands (Kodim) within the Kodam V/Brawijaya region, with a total budget of Rp42.5 billion.
Specifically for Madura Island, 377 RTLH units will be renovated across the Bangkalan, Sampang, Pamekasan, and Sumenep regencies.
“This long-standing collaboration proves that the synergy between the East Java Provincial Government and Kodam V/Brawijaya does not only improve people’s homes, but also enhances health, security, and the quality of life for the beneficiaries,” she said.
Meanwhile, the Commander of the V/Brawijaya Regional Military Command (Pangdam), Major General TNI Rudi Saladin, stated that the TNI AD Large-Scale Community Service is a manifestation of the Army’s dedication to assisting local governments in overcoming community difficulties and accelerating development.
“We are here to help the Local Government address community hardships and accelerate development. This year on Madura Island is proof that the TNI and the people are not just a slogan, but a service oriented towards needs and felt by the community,” he said.
