Khofifah: TNI AD's Community Service Programme to Accelerate Equitable Development in Madura

East Java Governor Khofifah Indar Parawansa is optimistic that the implementation of the Indonesian Army’s (TNI AD) 2026 Large-Scale Community Service Programme on Madura Island will accelerate equitable development and improve public welfare through cross-sector synergy. “This is extraordinary from the TNI AD’s Large-Scale Community Service Programme for Madura. We will find a format for building synergy, collaboration, and mutual cooperation across all lines, all levels, and all elements. Thank you to the Pangdam and all his ranks,” Khofifah said at the opening of the TNI AD’s Service for the People 2026 at Bangkalan Square on Monday. Khofifah stated that the selection of Madura Island as the programme’s location aims to accelerate development in an area still facing challenges in infrastructure, housing, basic services, and public welfare. “God willing, this will have a very large multiplier effect for accelerating development and boosting public welfare on Madura Island,” she said. She emphasised that accelerating Madura’s development requires collaboration between the government, the TNI, the Indonesian National Police (Polri), the business sector, academics, community organisations, volunteers, and the public to ensure development results are faster, more equitable, and sustainable. The 2026 Large-Scale Community Service Programme includes the construction of 33 bridges, 52 boreholes, 20 places of worship, the renovation of 400 uninhabitable houses (RTLH) along with sanitation facilities, and the construction of 20 schools and four orphanages. Beyond physical development, the programme also includes cataract and cleft lip surgeries, mass circumcisions, blood donations, health services, environmental services, irrigation machine assistance, the planting of 2,000 trembesi trees, and the provision of prosthetic limbs and wheelchairs for the community. “There are physical programmes, social programmes, and humanitarian programmes. All are needed by the community and will certainly have a direct impact on them,” she said. Khofifah explained that the East Java Provincial Government and Kodam V/Brawijaya have been running an uninhabitable house renovation programme since 2009. By 2025, a total of 154,399 units had been renovated with a total budget exceeding Rp1.24 trillion, along with the construction of 2,062 family latrines since 2019. In 2026, the provincial government has allocated funds to renovate 1,700 RTLH units across 18 Military District Commands (Kodim) within the Kodam V/Brawijaya area, with a total budget of Rp42.5 billion. Specifically for Madura Island, 377 RTLH units will be renovated across the regencies of Bangkalan, Sampang, Pamekasan, and Sumenep. “This long-standing collaboration proves that the synergy between the East Java Provincial Government and Kodam V/Brawijaya not only repairs people’s homes but also improves health, a sense of security, and the quality of life for beneficiary families,” she said. Meanwhile, Pangdam V/Brawijaya, Major General TNI Rudi Saladin, said the Large-Scale Community Service Programme is a manifestation of the TNI’s dedication to helping local governments overcome public difficulties while accelerating development. “We are here to help the Regional Government overcome public difficulties and accelerate development. This year on Madura Island is proof that the TNI and the people are not just a slogan, but a dedication oriented towards needs and whose benefits are felt by the community,” he said.
