Khalil Al-Hayya Elected as New Hamas Leader

The Hamas group based in the Gaza Strip has announced Khalil Al-Hayya as its new leader. Hayya was elected to replace the late Yahya Sinwar, who was killed in battle against Israeli forces in the Gaza Strip in October 2024. The election of Hayya as the new leader was announced directly by Hamas in a brief statement released on Monday (20/7) local time. This move, according to analysts, is seen as signalling a tougher stance from the group against calls for disarmament. Hamas’s brief statement declared that Hayya had been ‘elected as head of the movement’s political bureau’, succeeding the late Sinwar. Hayya, who was previously Hamas’s leader for the Gaza Strip in exile and the group’s chief negotiator, has become an increasingly central figure in Hamas’s leadership since the deaths of Sinwar and Ismail Haniyeh, who was killed in an attack in Iran in July 2024. He is viewed as having a more hardline stance compared to Khaled Meshaal, who is the head of Hamas’s office in exile and was another strong candidate for the leadership position. Hayya was among the senior Hamas officials targeted by an Israeli attack in Doha, Qatar, where he is based. Following Sinwar’s death, Hamas relied on a five-member supreme council for its leadership, which included Hayya and Meshaal, along with three other senior officials. The election of a new Hamas leader was a lengthy process that began in January. The process was temporarily halted due to the war between Iran and the United States and Israel, subsequent fighting in Lebanon between Hezbollah and the Tel Aviv military, and the ongoing Israeli military operations in Gaza. The Hamas leadership election was conducted by a 50-member council, comprising Hamas members in Gaza, the West Bank, including those in Israeli prisons, and those in exile. Palestinian political analyst Reham Owda assessed that Hayya’s election carries several specific messages. She stated that the election signals Hamas’s continued commitment to armed struggle, its rejection of disarmament under any circumstances, and its intention to rebuild its military strength while maintaining alliances with Iran and the Axis of Resistance. ‘This indicates that negotiations regarding disarmament are likely to face significant difficulties and obstacles,’ Owda told Reuters. A Gaza peace plan proposed by US President Donald Trump demands that Hamas disarm and Israel withdraw its forces from the Gaza Strip. However, talks between Hamas, mediators Egypt, Qatar, and Turkey, and envoys from the Trump-established Peace Council have so far failed to reach a comprehensive agreement to end the conflict.
