Key Revisions to Police Law Proposed by Parliament and Government: Transparency to Retirement Age
JAKARTA - Indonesia’s House of Representatives (DPR) Commission III has formed a working committee to revise the 2002 Police Law.
During a joint session with Law Minister Supratman Andi Agtas, Commission III Chair Habiburokhman outlined seven revision points. The first is reinforcing the police force’s transformation towards openness, transparency, professionalism, integrity, and high-quality public service. “Third, guarantees of neutrality and professionalism within the police force’s human resource management and career system,” Habiburokhman stated in a parliamentary broadcast on 25 May 2026. Fourth, strict regulations on police personnel serving outside the institution. Fifth, clearer retirement age rules aligned with organisational needs. “Seventh, strengthening the duties and functions of the National Police Commission (Kompolnas) and redefining its position,” he added.
Law Minister Supratman emphasised the government’s responsibility to strengthen the police force. “To enable the police to carry out their core duties professionally, cleanly, and accountably amid increasingly complex security challenges,” he said. The government deems it necessary to revise the 24-year-old law to align with legal developments, evolving crime patterns, and public needs. First, reinforcing transparency, professionalism, accountability, and humanity in police duties. “Second, restructuring the placement of active police personnel in roles outside the police structure,” Supratman said. Third, adjusting retirement age regulations as part of professional human resource management for organisational and national interests. Finally, strengthening the National Police Commission through expanded duties, authority, and transparent, competency-based membership.
“In principle, the government welcomes the revision and is willing to engage in thorough and comprehensive discussions with the DPR in accordance with legislative procedures,” Supratman added.
