Key Points to Know About Alert Status I Designation

MILITARY Commander General Agus Subiyanto has declared Alert Status I for all defence units across Indonesia. Alert Status I within the TNI command structure represents the highest level of readiness, whereby all personnel must remain prepared at their barracks, fully equipped with weapons, ammunition, and vehicles, to respond to emergency threats.

The head of the TNI’s Strategic Intelligence Agency, Lieutenant General Yudi Abdimantyo, stated that the Alert Status I designation aims to anticipate domestic security developments following attacks by the United States and Israel on Iran. The attacks triggered retaliatory strikes from Iran, which launched assaults on several American military bases in Middle Eastern countries.

The Alert Status I order is contained in Telegram Number TR/283/2026 concerning the designation of Alert Status I for all defence units in Indonesia. The document contains seven important instructions for the TNI. One instruction directs Kodam Jaya/Jayakarta to conduct patrols at strategic locations and foreign embassies whilst anticipating developments in maintaining security conditions in the Jakarta Special Capital Region.

Alert Status I designation is not considered necessary to report to parliament. This designation also does not apply to civilians.

TNI Commander Orders Vital Infrastructure Patrols

Commander General Agus Subiyanto has instructed Kodam Jaya/Jayakarta to deploy personnel to conduct security patrols at strategically vital facilities and foreign embassy offices in Jakarta.

“Kodam Jaya/Jayakarta shall conduct patrols at strategic vital facilities and embassies whilst anticipating situational developments in maintaining conduciveness in the Jakarta Special Capital Region,” as stated in the fourth point of the telegram.

Beyond deploying the Jakarta military command, the telegram also mentions that the commander has requested TNI intelligence units to conduct early detection and prevention of groups at vital, strategic facilities and embassies whilst anticipating developments in maintaining security in the Jakarta Special Capital Region.

Purpose of Alert Status I Designation

The TNI General Headquarters stated that the Alert Status I designation for all defence units in Indonesia aims to anticipate developments in the international, regional and domestic environment.

“Therefore, the TNI must possess high operational readiness, including by conducting regular readiness verification parades,” said Brigadier General Aulia Dwi Nasrullah, head of the TNI General Headquarters Information Centre, when contacted on Saturday, 7 March 2026.

Aulia explained that the TNI must serve in a professional and responsive manner, realised by maintaining capabilities and strength to remain operationally ready.

No Parliamentary Reporting Required

A member of Commission I of parliament, Major General TNI (Retired) Tb. Hasanuddin, stated that the Alert Status One designation set by Commander General Agus Subiyanto does not require approval from Senayan legislators. The Alert Status One designation by the TNI was set amid escalating conflict between Iran and conditions in the Middle East.

Hasanuddin emphasised that Alert Status designation concerns only the readiness level of troops. “However, if this readiness is to be used for military war operations or certain non-war military operations, its use must obtain parliament’s approval in accordance with Law Number 3 of 2025,” stated Tb. Hasanuddin in a written statement on Sunday, 8 March 2026.

This PDI Perjuangan politician also explained the meaning of alert status at each level. Alert status is a standard mechanism for preparing troop readiness, equipment and logistics in facing various possible tasks.

Hasanuddin explained that Alert Status Three represents a relatively normal condition. Under this condition, unit activities proceed as usual without any specific troop concentration.

Then Alert Status Two indicates a higher level of readiness. Hasanuddin stated that usually some forces are already on standby. Whilst other units continue routine activities. “Alert Status I, meanwhile, represents the highest level of readiness,” he said.

Does Not Apply to Civilians

Co-founder of the Institute for Security and Strategic Studies (ISESS) Khairul Fahmi stated that the Alert Status I designation within the TNI command chain is an order from the commander directed at and applying only to the internal military institution. This status, which demands readiness against potential emerging threats, does not apply to the civilian population.

“Alert status, whether Alert Status 3, Alert Status 2 or Alert Status 1, is fundamentally purely an internal command order within the TNI,” said Khairul on Sunday, 8 March 2026.

He explained that this Alert Status I differs from national emergency status such as civil emergency, military emergency or war emergency. National emergency status is a public legal status that restricts civil rights of citizens, strictly regulated in the constitution through Government Regulation in Lieu of Law (Perppu) Number 23 of 1959, and must absolutely be decided politically and directly announced by the president.

Conversely, Alert Status I within TNI is entirely inapplicable to civilians. “The wheels of life, economic activity and civil rights proceed normally without any curfew or restrictions whatsoever,” said Khairul.
